【摘要】 随着中国市场经济的发展，汽车零部件企业的发展日益壮大，公司对人力资源的考究也越来越深入。优秀的员工对于一个项目，一个企业，乃至整个经济社会的发展都有着举足轻重的作用。而项目经理作为项目带头人和企业负责人，对公司的作用尤为突出。如何去评估和提升项目经理的综合能力，已经成为了人力资源考核的重要组成部分。本文从项目管理的基本要素出发，结合国内外汽车零部件企业的项目管理现状，对国内外项目经理的能力素质进行系统评价。评估对象为国内YF公司的在职项目经理和国外EC公司项目经理，评价的能力包括：风险预测与控制能力、项目进度控制能力、项目质量控制能力、项目成本控制能力、协调、组织和沟通能力、工程经验和书面报告能力。综合评估结果，国内YF公司项目经理在综合能力上与国外项目经理有明显的差距，在风险预测与控制能力、项目进度控制能力、项目成本控制能力、协调组织和沟通能力以及书面报告能力上需要加强。由于国内汽车零部件企业发展要落后于国外公司，起步也更晚，因此项目经理的管理上不如国外成熟，造成了这些能力上的差距。但国内项目经理也有自己的优势，如在项目质量控制能力上与国外经理能力相当，国内项目经理的工程经验更加丰富。为缩小同国外项目经理的能力差距，本文为不同阶段的项目经理制定了相应的能力提升计划和培养方案，并在几年时间里坚持实施。最后，通过重新评价培养后项目经理的七项能力，考察项目经理在培养以后的能力发展情况。通过2年的努力，我们总体上提高了公司项目经理的综合素质和能力，这也为公司的可持续发展提供了有利的人才保障。更多还原

【Abstract】 With the development of market economy of china, auto parts enterprises grow strongerand stronger, and much more attention has been paid to the investigation of the humanresources management. Good employees play an important role in a project, and are alsonecessary for enterprises and even the entire society. Moreover, among the employees, as theforegoer of the project and responsible person of the company, the project managers withgood ability are the most important. How to estimate the capability of a project manager hasalready become a necessary part of human resources.In this thesis, based on the basic elements of project management, and the presentsituation of project management in auto parts enterprises, we estimate the entire capability ofproject managers home and abroad. And the objects of our study include the projectmanagers of YF company and CE company, and the capability estimated include: riskforecast and control ability, project schedule control ability, project quality control ability,project cost control ability, coordination and communication ability, engineering experienceand report ability. The results showed a great gap between the capability of project managersin YF Company and in CE Company. We need to enhance the ability of managers in YFCompany in risk forecast and control ability, project schedule control ability, project costcontrol ability, coordination and communication ability, and report ability. This situationresults from the fact that domestic companies lag behind foreign companies and the formerare immature. However our managers have advantages, their project quality control abilitybeing near to the foreign managers, and the engineering experience are even richer than theforeign ones. To narrow the gap between the capability of project managers at home andabroad, we set up different promotion and training plans for manager in different stageswhich were carried out in the following years, and at last a re-estimation was done.
