长三角对外贸易增长的能源环境代价研究

Impact of Foreign Trade on Yangtze River Delta’s Energy Consumption and Environmental Pollution

【摘要】 中国作为一个贸易大国,进出口贸易在经济中的比重呈逐年上升趋势,长三角地区作为传统的外贸发达地区在其中占据了重要的地位。长期以来长三角地区出口产品中能源密集型、污染密集型产品的比重一直较高,因此出口贸易对该地区的环境能源的影响也在逐渐加剧。本文通过编制97、02、05、07年长三角两省一市的可比价格非竞争型投入产出表,运用投入产出模型测算了进出口贸易对长三角地区能源消耗和污染排放的影响,并且通过SDA法对所得结果进行了结构分解。结果显示,在此期间长三角地区进(出)口含能量、含硫量及含碳量呈现增长的趋势,但是在大部分时期进出口贸易净含能量、(污)量皆为正值,这说明长三角地区是一个能源输出、污染输入地区。而SDA分解的结果显示出口含能量、含碳量及含硫量的快速增长主要是由于出口规模增长带来的规模效应,不过能源消耗及污染排放效率的提高带来的效率效应有效地缓解了规模效应,结构效应虽然也加剧了长三角地区环境能源条件的恶化,但并非绝对因素。

【Abstract】 The proportion of import and export trade in China’s economy has increasedyear by year. The Yangtze River Delta as a traditional trading power in Chinaoccupies an important position. The Yangtze River Delta’s export trade has led tochallenge and threat to its environment because energy and pollution intensiveproducts are its major export goods.Using the input-output analysis method, this paper finds that Yangtze RiverDelta’s energy consumption and environmental pollution embodied in trade hasrised rapidly since1997. Since the energy and pollution embodied in exportincreased faster than their correspondences embodied in import, the net energy andpollution embodied in trade enlarged swiftly. Structural decomposition reveals thatthe rapid change of the energy and pollution embodied in export was primarily dueto the export scale and the efficiency effect had distinctly decreased itsdevelopment.The structural effect also contributed to the aggravation ofenvironment, but is not the fatal factor.
