【摘要】 自2002年以来，为解决药品价格虚高、药品行业不健康发展、人民群众药品费用负担过重等问题，中央政府实施药品价格改革，出台了一系列的政策措施，对药品行业进行全面的整顿，但是没有实现预期政策目标，药品价格虚高已经成为影响社会和谐的重要因素之一。本文基于政策网络理论探讨我国药品价格改革过程，通过理清我国药品价格改革过程的网络主体，分析介入政策过程的政府机构和各利益集团之间的政策网络关系，在此基础上还原我国药品价格改革过程中的网络利益主体、网络结构与政策结果之间的网络互动情形，同时研究政策网络互动对政策结果走向形成何种影响，探讨政策结果对政策网络利益关系、利益主体的反馈影响，对药品价格改革效果进行了一定程度的厘清，并相应地提出对药品价格改革的政策建议。论文主要分析药品价格改革过程，深入阐述药品价格改革过程是多个利益主体交互影响的过程，中央政府、地方政府、药品生产企业、医院以及其他利益主体在政策网络中进行了频繁的互动；政策网络中各个利益主体互动对药品价格改革形成巨大影响，网络中各利益主体利用自身的政治、社会资源影响政策的制定和执行；药品价格改革的政策网络具有动态调整能力，政策结果推动者网络行动者进行政策学习，形成了新的互动模式；同时分析了政策未能实现预定目标的原因及对策。更多还原

【Abstract】 Since the year of2002, in order to solve the problems that existing in the drugindustry,for example too high price of the drug, unreasonable development of drugindustry.central government has launched price of the drug reform and published aseries of policies and measures. But predefined target has not totally achieved. Toohigh price of the drug has became a major factor which has effect social harmony.On the basis of policy network theory,this paper research process of price of thedrug reform. Through analyzing the subjects in the network of price of the drugreform. The essay analyzes the networks of relationship between government and allinterest group participated reform, and further discusses the interactive influencesamong network members, network structure and the result of the policies. At the sametime the article analyzes how networks of relationship have impacted the result of thepolicies and the feedback effect of the result onto the networks of relationship,interest group. At last, the paper explain the reason of policy failure and providesadvices for reform.All in all, the conclusion of the article includeThe price of the drug reform is aninteractive process interfered by interest group. Central government, localgovernment, pharmaceutical factory, hospital and all other interest group hasparticipated the reform；The interactions between government and interest subjectshas impacted the price of the drug reform. All interest subjects has utilized themselvespolitical resources, social resources to influence the policy process；Policy network ofreform has dynamically adjusting capacity. Result of reform has urged networksubject to learn adjusting themselves behaviors, to change the way of the interactionamong them；the essay analyzes the reason of policy failure, and moreover offer theadvice for reform.更多还原
