【摘要】 泰安高新技术产业开发区是山东省省级重点高新技术产业开发区之一,坐落于风景秀丽、物产资源丰富的泰安市。区位发展条件得天独厚,各种配套管线同步敷设,基础设施日益完善。园区通过规划引导、全员招商、政策扶持等多种措施,聚集了一批高新企业,延伸了相关产业链条,经济和社会事业均实现了健康快速的发展,园区综合经济实力显著提高,对推动泰安市经济的平稳发展起到了重要作用。但受缺乏战略指导和长远规划等因素的影响,泰安高新技术产业开发区在高速发展起来的同时,也暴露出诸多问题；特别是在战略管理方面存在明显不足,这在一定程度上限制了泰安高新技术产业开发区进一步的发展。为了更好地发挥泰安高新技术产业开发区对区域经济的推动作用,保持高新技术产业开发区高速、良性、稳定的可持续发展,需要对泰安高新技术产业开发区未来发展战略做深入研究。本文在综合分析泰安高新技术产业开发区发展历程和资源优势的基础上,根据产业组织理论、资源、资本形成与经济发展理论、可持续发展理论、区域经济发展等理论,运用系统的观点、理论和SWOT、PEST分析方法,从发展概述、环境分析、战略制定、实施措施等四个方面研究了泰安高新技术产业开发区发展战略构架,以期为当地政府统筹区域经济社会持续、快速、协调发展提供决策参考。发展战略相关理论是本文研究的理论基础。本文从概念、特征、功能和趋势等方面阐述了高新技术产业开发区的相关问题；从概念、内容和流程等方面简述了战略、战略管理与战略制定的相关问题。泰安高新技术产业开发区发展状况是对研究对象的认识。本文从地理位置及其自然概况和经济发展状况等方面进行了分析。研究表明：泰安市资源丰富、交通便利、经济发展较快、文化积淀较厚等等,对高新技术产业开发区发展具有重要的资源基础。泰安高新技术产业开发区发展环境分析是战略制定的基础和依据。本文从宏观环境、行业微观环境两方面进行研究,并运用SWOT方法分析泰安市高新技术产业开发区发展的优势、劣势、机会和挑战。研究表明：政治、经济和社会文化等方面的宏观环境为泰安高新技术产业开发区发展提供了良好机遇,其自身的资源条件、区域条件等也具有独特优势,但也面临着优势产品支撑力不强、标准化建设滞后、龙头企业带动力不强等不利因素。综合分析,优势与劣势同在,机遇与挑战并存,但优势大于劣势,机遇大于挑战,泰安高新技术产业开发区市场前景也非常广阔。泰安高新技术产业开发区发展战略制定是论文的研究重点。从战略思路与战略方向、战略目标、战略定位、战略重点与战略部署等方面编制了泰安高新技术产业开发区的发展战略。泰安高新技术产业开发区发展战略的实施措施是战略实施的保障。本文从组织保障、制度与政策保障、资金保障、智力与技术保障等四个方面,制定了泰安高新技术产业开发区发展战略实施保障措施。泰安市高新技术开发区发展战略实施措施是论文研究的落脚点。为确保泰安市高新技术开发区发展战略的顺利实施,应优化组织机构,创建服务型政府,完善基础设施建设,拓展融资渠道,加大对技术创新研发的扶持。更多还原

【Abstract】 Taian High-tech industry development zone is one important development zone in Shandong. It played the great promoting and facilitating role in economic of Taian since its establishment. Through the planning guide, full investment, policy support and other measures, Taian High-tech industry development zone gathers a group of high-tech enterprise, extends the chain of related industries, economic and social undertakings achieved a healthy and rapid development of the park comprehensive economic strength has markedly increased. With the construction of infrastructure in High-tech Zone, excellent investing environment attracts more and more enterprises. Six industries that Equipment industry, Electronic information industry, Food and drug industry, Modern service industry and so on are the powerful engine to accelerate high-tech zone economy. Capacity of self-innovation is being enhanced. Infrastructure construction was given priority and all integrated projects were accelerated. Although Taian High-tech industry development zone has made some achievement, there are still some various problems. Especially the lacking of development strategy, industry orientation and development mold which has unique competitiveness has not formed here yet. To some extent, it restricted the further development of Taian hi-tech development zone, impacted core competitiveness. In order to promote economic development, it need to research on development strategy. This paper introduces the High-tech development zone and strategic theories, the development of High-tech development zone in China firstly, and then analyzes completely the strategic environment of Taian High-tech industry development zone on the basis of SWOT analysis results. In combination of practical problem of Taian High-tech industry development zone, this paper put forward suggestions on the strategic planning of development target, industry selecting and orientation, safeguard measures and so on which has reference value on the development of Taian High-tech industry development zone and decision making of the government. Research mainly uses material analysis, industry selection method and the SWOT analysis on influence Combined with Taian oneself circumstance, it completely set Taian high-tech zone economic development strategy. It provides reference for the guide decision of promoting regional economic nice and fast.Development strategy related theory is the theoretical basis of study in this paper. From the concept, characteristics function and trends in the aspects of High-tech development zone has explained; from the concept, content and process of briefly strategy, strategic management and strategy formulation has explained. The development of Taian High-tech industry development zone is to the study of the knowledge. In this paper, the geographical position, the natural conditions and economic development are analyzed. Research shows that:the resource of Taian is rich, traffic is convenient, and economic develops rapid, cultural accumulation is thick and so on; these are important resources foundation for Taian High-tech industry development zone.The development environment analysis of Taian High-tech industry development zone is the foundation and basis of strategy. This article analysis the development strengths, weaknesses, opportunities and challenges of Taian High-tech industry development zone from the macro environment, industry micro environmental aspects, and with SWOT analysis method. Research shows that:the political, economic and social culture in macro environment provides a good opportunity for Taian High-tech industry development zone, its own resources, regional conditions also has unique advantages. But it faces superior products-not strong support standardization construction lag, leading enterprise is not strong and so on motivating factors.Development strategy of Taian High-tech industry development zone is the focus of research papers. From the strategic thinking and strategic direction, strategic goals, strategic orientation, strategic focus and strategy, etc development strategies are made. The implementation of the development strategy is the security measures to the strategy. This article from the organizational safeguard, system and policy guarantee, capital security, intelligence and technical support and so on four aspects, formulated the development strategy implementation of security measures for Taian High-tech industry development zone.The development strategy implementation measures of Taian High-tech industry development zone are the essences of research. To ensure that Taian High-tech industry development zone’s development strategy implementation, organization should be optimized, the service government should be created, perfect infrastructure should be finished, the financing channels should be expanded, the technical innovation to the support of the research should be increased.更多还原
