【摘要】 统筹区域土地利用,是认真贯彻落实科学发展观,加快建设资源节约型社会的一个重要方面,是科学管地用地、提高土地资源配置效率的必然途径。本文在相关理论研究的基础上,对统筹区域土地利用的影响因素一经济增长、经济增长周期、及人口变化等进行了差异性分析。在分析威海市土地利用的概况和区域差异的基础上,结合土地利用分区指标体系,用DPS3.1软件进行统计分析,得到初步土地利用综合分区结果,在遵循土地利用分区原则,充分考虑各区域在经济空间上的关联性、地域空间上的邻近性、资源特点、发展趋势、区域发展战略定位等的基础上,将威海市划分为4个综合区——东部沿海港口产业发展区、北部丘陵城镇发展区、中部山区生态保护区和西、南部丘陵农业区。并对各区域土地利用现状、结构、发展方向等进行分析,提出各土地利用区有针对性的调控措施。然后在综合分区的基础上,根据威海市在山东省的功能定位和区域发展战略,综合考虑区域发展和土地用途管制的要求,把全市划分为6类土地利用功能区：城镇建设发展区、基本农田重点保护区、一般农业区、林业发展区、风景旅游与自然历史文化保护区、生态环境安全控制区。最后,探讨提出统筹区域土地利用的建议,为统筹区域土地利用的协调发展提供有效的指导和实施保障。更多还原

【Abstract】 The use of land at the overall area is an important aspect in implement the scientific concept of development earnestly.It’s also an important aspect in the construction of resource-saving society.The use of land at the overall area is the inevitable way of the scientific land management and improving the efficiency of land resources.Based on the relevant theoretical research of the land use at the overall area, the paper analysis the difference of economic growth,the cycle of economic growth and the change of population.Weihai City in the analysis of the profile of land use and regional differences, based on the combined index system of land-use zoning, with DPS3.1software for statistical analysis, the preliminary results of Land Use Zoning, land-use zoning in compliance with the principle, give full consideration to the regional on the relevance of economic space, geographical space, proximity, resource characteristics, trends, regional development, strategic positioning, etc., based on the Weihai City is divided into four mixed-use zones-the eastern coastal port of tourism development area, North Down urban development areas, protected areas and mountain ecosystems in central southern and western hilly agricultural area. And regional land use, structure, direction and other analysis, proposed land use area of the targeted control measures. Then in the consolidated district on the basis of Weihai City in Shandong Province, according to the functional orientation and regional development strategies, considering the regional development and land use control requirements, the city is divided into:urban construction and development areas, basic farmland protection areas, general agricultural areas, forestry areas, scenic and natural history and cultural protected areas, environmental security control area features six types of land-use area.Finally, the regional land-use strategies are discussed in the hope of coordinating regional land use and providing effective guidance for the regional development and implementation of security.更多还原
