高校助困育人的现存问题及对策

【摘要】 随着我国高等教育体制改革的不断深入,高校扩招和学费制度改革以来,高校贫困生问题日益突出,其产生的矛盾和社会问题已成为高等教育事业发展中的焦点和社会关注的热点问题。在我国政府针对这些矛盾和问题不断制定和完善相应的资助政策的前提下,如何更好地利用这些政策,使资助的配置达到最优化,让学生在物质上得到帮助的同时,在精神上获得关爱,更加坚定爱国信念,树立远大理想,努力进取,健康成才,从而真正切实达到助困育人的目的,这是一个十分紧迫的问题。强化我国高校贫困生资助中的育人功能,对于培养社会主义合格建设者,促进教育公平和社会公正,构建社会主义和谐社会具有重要意义。既解决贫困生“物质脱贫”,又解决“心理脱贫”问题,是一个系统工程,需要多角度、全方位共同努力和推进。只有将高校贫困生资助工作与育人工作紧密联系在一起,形成高校资助工作新机制和模式,才能最大程度发挥资助工作的育人功能。具有重大的理论价值和现实意义。本文系统地阐述了资助政策的发展过程,详细描述了我国高校现行的资助政策及其效果,通过对问卷调查、和访谈的方式,对受助贫困生的基本情况进行了调查,指出了我国高校贫困生资助育人工作的必要性及所面临问题,对贫困生的思想现状及问题的产生进行了深入剖析,阐述了高校贫困生资助育人的理论依据,并结合当前高校资助工作的开展现状,进行了分析和建议,以期发挥资助工作的育人功能并取得更大成效,最后提出了加强高校贫困生资助中的育人功能的主要举措。
【Abstract】 With China’s continuous deepening of higher education reform, college enrollment and tuition system reform, the problem of poor college students has become increasingly prominent and contradictions and social problems which are caused by it have become the focusing point in the development of higher education and social issues of concern. In our country, government continues to formulate and improve relevant policies in order to solve these contradictions and problems. There is no doubt that it is a very urgent problem that how to make good use of these policies to make funding allocation reach its optimization and let the students obtain material help and spiritual care so that they can stick more to communist belief and be ambitious, aggressive, healthy and talented in order to achieve the purpose of education.Aggrandizement of the educational function of financial aid for poor college students in China means much to the cultivation of qualified constructors of socialism and the promotion of social justice and fairness in education as well as the construction of the socialist harmonious society. It is a systematic project to help poor students take off poverty both in material and in spirit, which needs multi-angle and all-around efforts and promotion. Only by integrating financial aid for poor college students with educational work to form a new mechanism and mode of university’s financial aid for poor students, can we bring the educational function of financial aid for poor college students in to full play, which is of great theoretical value and practical significance.The thesis makes a systematic elaboration of the development process of supporting policy, describing the effect of the existing supporting policy of universities in our country and investigating the fundamental state of poor students based on questionnaire and interviews. It points out the necessity and existing problems of China’s assistance and education of poor college students and gives an in-depth analysis of the current situation and problems of poor students’mentality. It also cites the theoretical basis of poor students’education at university and raises several advises combining the current development of university’s financial aid for poor students in order to make the educational function of university’s financial aid for poor students yield well and bring it into big effect. Finally, the thesis puts forward some measures to strengthen the educational function of university’s financial aid for poor students.
