中油财务网上报销系统设计与应用

【摘要】 企业的发展离不开创新，创新是企业能够在竞争中立足不败的根本，同样，财务领域也是需要不断创新，不断完善的。伴随社会经济的高速发展，计算机技术的日趋成熟，这给我们的工作思路与工作模式带来更多的选择，例如，企业中的报账模式也在潜移默化中进行着改变，逐渐由手工记账、算账、报账转变为无纸化的网络报账方式。网络报账的实现是在Internet上进行的，申请报账人可以随时、随地提出报销申请，负责批示领导则随时随地通过数字签名方式进行审批，这对提高财务的工作效率起到至关重要的作用。本文重点论述了财务网上报销系统的产生和应用动态，通过与传统报销模式的对比，阐述了网上报销的总体优势。针对中国石油的特点，重点分析了中国石油网上报销系统的整体需求，即使该系统成为建立完善的面向互联网的网络财务框架体系，实现网上报销系统作为面向业务流程的前端系统，应当具有开放性、可靠性、可扩充性、易用性、实用性、安全性等诸多通用系统的特点。按照企业需求和设计目标，全面介绍中油财务网上报销系统的总体框架。文章重点对中油财务网上报销系统的基本功能进行了设计，即系统满足从手工到网上系统转变所能达到的基本功能，包括基本报销功能、审核审批功能和网上支付功能。另外，还对网上报销系统扩展功能进行了系统的设计，将网络报销系统中的单据信息转化为账务信息，导入到企业的账务系统中从而实现有效的财务管理；介绍了在网上报销协同的系统模式下，如何实现全面预算管理在系统中的及时控制；研究了网上报销系统的安全性问题，探讨了几种网上报销安全技术在中油网上报销系统中的关键应用；结合中国石油推行的全面风险管理体制，从内部网和外部网两个控制点研究了中油财务网上报销系统相应的控制体系；鉴于ERP系统在中国石油的逐步推进，文章对于网上报销系统与ERP系统的接口方面也进行了探讨，从而使该系统具有长期的可应用性和扩展性。文章最后对系统尚存在的问题进行了归纳，对后期系统的进一步升级和更新进行了展望。通过对中油财务网上报销系统的研究，希望对该系统的持续更新、升级和应用能够有一定的推动作用。更多还原

【Abstract】 Reform and innovation is the enterprise development and sustainable source ofimproving competitiveness in the financial area, as they are also indispensable. The newcentury, the ever-changing socio-economic changes taking place at the same time, thefinancial reimbursement model are quietly taking place in the reimbursement from thetraditional to the revolutionary changes in online reimbursement. Network reimbursement is based on the Internet forfinancial reimbursement process.
