基于项目管理的核安全文化大众化研究

【摘要】 2007年10月，国务院正式批准了《国家核电发展中长期规划(2005-2020年)》，标志着我国核电发展进入了新的阶段。在积极发展核电的过程中，除了考虑技术性、经济性等因素外，还必须考虑公众接受性。我国核电发展的中长期战略目标能否顺利实现，很大程度上取决于公众的接受程度，而公众的接受程度又主要取决于核安全文化大众化的情况。尽管有关部门在核安全文化推广方面做了大量的工作，但远远不能适应我国积极发展核电的需要。项目管理逐步发展成为管理科学的分支学科，现已日趋成熟、完善，并表现出强大的生命力。用项目管理的思想和方法可以解决核安全文化大众化中存在的一些问题。作者认真研究了核安全文化大众化和项目管理的理论及方法，用项目管理的思想和方法对核安全文化大众化中存在的问题分析了原因，然后从对象、过程、组织、领导者、目标几个方面进行了项目管理应用于核安全文化大众化的可行性分析，给出项目管理在核安全文化大众化中的可以结合的环节以及具体的操作方法，然后又以秦山核电项目为例分析了项目管理在核安全文化大众化中的应用，得出核安全文化大众化可以从中借鉴的地方。
【Abstract】 In October2007， the State Council officially approved the "National Long-termNuclear Power Development Plan (2005-2020)"， which marking China’s nuclearpower development has entered a new stage. In the process of developing nuclearpower， we must take into account the public accept-ability， as well as the technical， economic and other factors. In some sense， toachieve the long-term strategic goals depends on the public acceptance of nuclearpower， and the public acceptance ultimately is closely relevant to the popularization ofnuclear safety culture.The project management gradually developing into a branch of managementscience disciplines has become mature，developed and demonstrated strong vitality dayby day. It may solve the problems in the popularization of nuclear safety culture withthe project management ideas and methods. After studying the theory and methods ofthe popularization of nuclear safety culture and the project management， the authoranalyzes the feasibility of applying the project management ideas and methods in thepopularization of nuclear safety culture from the object， process， organization，leadership， goal， etc； and elaborates the aspects that can be combined between thepopularization of nuclear safety culture and the project management as well as thespecific methods of operation. The article takes the Qinshan nuclear power project as anspecific case to analyze the situation of applying the project management into thepopularization of nuclear safety culture， and draws some beneficial experiences fromit.
