【摘要】 项目可行性研究是项目确定之前,通过对项目产品市场、资源、技术、经济和社会等方面要素进行全面分析、论证和评价,从而确定项目是否可行,以及项目可行后如何选择最佳投资及建设方案的一项重要工作。对资源型企业来讲,转变发展方式、调整产业结构迫在眉睫。为此,延长石油集团提出“油气煤盐综合利用”的产业发展战略,并通过规划实施西湾等一批资源综合利用项目推动产业转型升级。本文运用调查分析和比较研究等方法,对西湾煤炭资源综合利用项目进行可行性研究。首先在导论中明确了研究背景、研究目的、研究内容和研究方法,然后从项目层面、公司层面、区域方面分析了项目立项的必要性。此后,就该项目所产的乙醇、乙二醇、低碳混合醇以及其他产品的市场进行了较为全面的分析,对价格进行了科学的预测。然后,从厂址选择、项目组织管理、人力资源配置、项目进度安排等方面提出参考性意见,并做出投资效益分析,论证了项目的财务可行性和经济合理性。随后,按照风险管理理论,科学评估了项目潜在风险及应对措施。最后,得出西湾煤炭资源综合利用项目是可行的这一结论。本文将项目可行性研究的理论与方法具体运用到西湾煤炭资源综合利用项目的可行性研究之中,不仅为这一重大项目的投资和决策提供了依据,还可为其他类似大型化工项目可行性研究提供相应参考和借鉴。更多还原

【Abstract】 Feasibility research must be finished before a project’s beginning. Through all-side analysis, argumentation and evaluation about the marketing, resource and technique, economy and society problems relating to a project, it can confirm whether the project should be set up. As a resource enterprise, transforming the mode of development and adjustment of industrial structure is imminent. Therefore, Yanchang Petroleum Group formulated the industry develops strategy of "Assure the coordinated development of oil, gas, coal and salt". As one of largest-scale projects of Yanchang Petroleum Group, Xiwan Coal Comprehensive Utilization Project is planned and carried out.The paper uses the investigation and comparative research methods. It is divided into ten chapters altogether, covering main contents as follows:first of all, introduce in detail Xiwan Coal Comprehensive Utilization Project. On this basis, analyze and evaluate the feasibility of the project, from perspectives of environment, society, technology, finance, risk, etc. Finally it appraised the feasibility in all aspects of Xiwan Coal Comprehensive Utilization Project, and eventually reached the conclusion.The paper applies theories and methods of the project feasibility research to the Feasibility Research of Xiwan Coal Comprehensive Utilization Project. It proves feasible for investment and serves a basis for the construction investment of the project, which could also provide reference for the feasibility research of similar projects.更多还原
