乌海市神隆煤矿安全体系构建

【摘要】 近年来我国煤炭事故频发,特别是重大煤炭事故的发生给人民生命财产造成极大损失。使得煤矿安全生产成为国内外广泛关注的话题。国内外研究重点都集中于煤矿安全中的某一环节,缺乏一整套综合的、系统的和持续改进的现代煤矿安全体系。本文依据戴明环(PDCA)的持续改进思想,运用管理学原理,即控制原理(事前、事中、事后控制),提出安全体系构建立。论文采用文献检索法和企业调研法进行资料收集,并经过认真的资料筛选、分类和整理之后,采用案例分析法、定性分析法进行写作。本文主要对国内外煤矿安全生产现状进行研究分析,结合目前乌海市神隆煤矿安全生产实际状况,提出构建适应于当前煤矿安全生产的长效机制,即建立一套完善的安全体系。整套体系的构建立,首先提出了乌海市神隆煤矿安全体系安全理念、目标的确立和职责的划分;再次,根据控制原理确立了体系运行的整个环节,同时用持续改善思想确保体系的执行;最后,针对出现的问题及时改进,加强监管力度。文章的重点在于体系的构建。通过研究得出该安全体系是适应乌海市神隆煤矿的实际情况,对安全管理有很大提升作用,也对中小型煤矿企业的安全体系具有指导意义。
【Abstract】 Recently, coal accidents frequently happened, the significant coal accidents caused great losses to people’s lives and property. Coal mine production safety has become a topic which caused extensive domestic and international concern. But most of the researches are concentrated in one link of Coal mining, causing the lacking of a set of comprehensive and continuous improvement system. According to the continuous improvement thinking of DaiMing circle (PDCA), using the control principles (ex ante, during, and after the control) of management. The thesis provides security system accordance with the actual situation of the mine. The paper collect dates use the literature search and enterprise survey. And after serious material selection and classification, they are used in this paper. It mainly uses case analysis and qualitative analysis method in writing.This paper aims to research and analysis on domestic and foreign coal mine safety production status; combines with the actual situation of WuHai Shenlong mining company, propose build long-term mechanism to adapt to the current coal mine production safety, namely the establishment of a comprehensive security system. Firstly, the system proposes the safety concept and security goal, establishes the division of functional departments. Additionally, it establishes specific links under the control principles, running with continuous improvement thinking to ensure the implementation of the system. Lastly, it solved the problem in a timely manner occurred during the running and strengthened the supervision. At the end of the thesis, we conclude that the system is very significant to the mining company, and the studies is also has safety guiding significance to the small and medium-sized coal mining enterprises.
