【摘要】 体育作为教育的一个重要组成部分，自2001年起跟随全国新一轮的课程改革进入了改革的实验阶段。在课程专家和全国众多优秀体育教师的共同努力下，国家级和省级实验区《体育与健康》课程的改革取得了许多有价值的成果，广大体育教师在不断的努力中积累了丰富的经验。但由于课程改革是一个新生事物，难免出现这样和那样的不足，对一些问题的看法难免会出现一些分歧。不同的学校体育专家、学者，由于自身成长的背景、思想意识、所学专业、工作的环境等方面的不同，对《体育（与健康）课程标准》存在不同的认识和不同的解读，他们对新课程改革有着一些不同的认识和观点，对在体育教学实践中出现一些问题和偏差也有着不同的见解，他们在不同的场合，甚至在各种媒体上发表自己不同的认识和观点，爆发了激烈的争论，形成了所谓的“南派”与“北派”两种截然不同的思想认识。本文运用文献资料法、逻辑分析法等研究方法，研究“南派”思想代表人物、我国《体育与健康》课程改革领导小组组长、华东师范大学体育与健康学院院长季浏的有关新课程改革的观点和认识，研究“北派”思想代表人物、北京师范大学体育与运动学院院长毛振明的有关体育新课程改革的不同观点和认识，分析他们思想产生的根源，对体育新课程改革的方向提供思想与理论依据，对新课程改革的进程提供有益的帮助。研究表明，以季浏为代表的我国基础教育《体育与健康课程标准》研制组较好地完成了教育部有关中小学体育新课程改革的任务，虽然课程标准存在一定的瑕疵，但总体上方向是正确的，理念是先进的，只是在操作层面上遇到一些实际困难；以毛振明为代表的一些专家学者，对体育新课程改革针锋相对提出不同的意见，并形成了一种思想体系。由此，体育新课程改革中所谓“南派”“北派”两种不同的思想矛盾激烈冲突生成。两派在教学方法的运用上存在严重分歧；两派在教学评价上存在严重分歧；两派在教学内容的开发上存在较为严重的分歧；两派在《课程标准》有没有淡化运动技能和运动技术方面存在较为严重的分歧。笔者认为新课程的理念是先进的，方向是正确的，在改革的过程中出现一些问题是正常的，新课程是有强大生命力的。更多还原

【Abstract】 Sports as an important part of education, since2001, following the new round curriculum reformentered the reform experimental stage. In the course of experts and the many excellent teachers of PhysicalEducation under the joint efforts, the national and provincial level experimental area of" sports and health"course reform has achieved many valuable results, the majority of sports teachers in their efforts tocontinuously accumulated a wealth of experience. But as a result of the curriculum reform is a new thing,hard to avoid appears such and such a shortage, the views on some issues there will be some differences.Different schools of sports experts, scholars, because of its own growth background, ideology, speciality,working environment and other aspects of the different, the" sports (and health) course standard" has thedifferent understanding and different interpretation to the new curriculum reform, they had different ideas,in the the sports teaching practice there are some problems and deviation also have different opinions, theyare in different places, even in the various media to express their different views, broke out in a heateddebate, forming the so-called" south" and" North" two different ideas.In this paper, using the method of literature, logic analysis and other research methods, study of"southern" thought representative personage, our country" sports and health" course reform leading group,East China Normal University School of physical education and health of the season to see about the newcurriculum reform ideas and understanding," the North" of representative idea, Beijing Normal Universitysports and sports college president Mao Zhenming about the new curriculum reform of physical educationof different views and understanding, analyzing their ideological roots, to the new physical educationcurriculum reform direction to provide ideas and theoretical basis, to new curriculum reform process toprovide useful help.Research shows that, in season, as the representative of China’s basic education" the course standard ofPE and health" research group successfully completed the Ministry of education on middle school newcurriculum reform of physical education curriculum standard task, although there are some flaws, butoverall direction is correct, the advanced idea, just at the operational level some practical difficulties; withMao Zhenming as the representative of the scholar of a few experts to give tit for tat, new physical education curriculum reform put forward different views, and formed a system of thought. Thus, the newcurriculum reform of physical education in the so-called" southern " and " northern" two differentideological contradiction conflict of generation.Factions in the application of teaching methods have serious differences in teaching evaluation; twoserious disagreement; two in teaching content development there are some serious differences; in" coursestandard" has two desalination of athletic skills and athletic technology exist more serious differences. Theauthor thinks that the philosophy of the new curriculum is advanced, the direction is correct, in the processof reform there are some problems is normal, the new curriculum is to have powerful vitality.更多还原
