【摘要】 该论题从界定“高校学生事务管理”入手。认为“高校学生事务管理”是指高校通过指导、规范和服务于学生的成长过程,以促进其全面、均衡、可持续发展的课外活动和非学术性管理活动,包括人格教育、行政管理、成长辅导、生活服务、素质拓展等,是思想政治教育工作。高校学生事务管理机制是高校学生事务管理活动中各种因素的结构、功能及其相互关系,尤其是管理主体与管理对象之间相互关系,及管理主体如何影响、作用于管理对象的方法及其过程。其具有体现管理理念、实现管理目标、完善管理体制的功能。但我国当前的高校学生事务管理机制以命令与服从为特点,却存在着管理理念行政命令化、管理对象客体化、管理内容日常化、管理工具命令化、管理目标控制化等不足。因此,我国高校学生事务管理机制应当创新。高校学生事务管理管理机制受管理理念、管理目标、管理对象特点、管理主体素质,以及管理主体与管理对象之间关系等因素的制约。其中,管理理念、管理目标、管理对象特点、管理主体与管理对象之间的关系是管理机制的决定性因素,而管理主体素质,管理体制等是管理机制的支撑性因素。发达国家高校学生事务管理机制以此理论为基础,美国、英国建立了服务与接受服务的机制；日本、德国建立了社会服务机制。其适用条件是管理对象心智较为成熟,社会化程度较高,自主性、自律性较强。由此,启示我国：建构学生事务管理机制必须考虑管理对象的特点。根据上述高校学生事务管理机制影响因素的理论,借鉴发达国家的经验,我国高校学生事务管理机制创新应当以人为对象,以马克思主义为指导,坚持以人为本,以平等,公平、效率为高校学生事务管理的理念。坚持以学生发展和社会需要为目标。根据我国高校学生主要是80后、90后,自我意识、民主意识、权利意识增强,善于独立思考,喜欢自我决策,对个人能力的培养和自我发展成长要求强烈,但独立生活能力差、心理困惑多,缺乏自律意识、自治意识和能力的特点,学校与学生应当建立行政和民事共存的混合关系,在学生事务管理中应当使用行政命令管理工具。从而在当前,建立命令与服务结合型管理机制。但从长远发展来看,随着市场经济的发展,学生事务管理中的服务将逐渐走向市场化和社会化,学校与学生的关系将发展为民事关系,社会和学校提供服务,学生接受服务。加之社会民主法制建设,管理对象的民主法制意识、自律性和自主管理意识增强,应当建立完全服务的横向机制。为保障我国高校学生事务管理的命令与服务共存的纵横统一机制和将来的完全服务横向机制的实现,必须创新管理体制,建立以人为本的促进学生学习和发展的弹性管理体制；加强管理主体队伍建设,提升管理主体的管理素质,包括管理对象的素质；明确学生权益并鼓励学生通过合法渠道维护自己的权益等。更多还原

【Abstract】 The argument from defines "college students’affairs administration" to begin. Think "the university student affairs management" refers to institutions of higher learning through the guidance, regulate and serve them growth process, to promote its comprehensive, balanced and sustainable development of extracurricular activities and the academic management activities, including personality education and administrative management, grow counselling and life service, quality development is the ideological and political education, etc. College students’affairs management mechanism is college student affairs management activities of various factors of the structure, function and their relations, especially management subject and the managerial objects, and the relationship between managing subjects affect how, function in management method of an object and its process. It has embodied the management concept, carry out the management goal, perfect management system function. But China’s current college student affairs management mechanism to command and obey for characteristics, there are management concept executive orders change, management object objectification, management content of daily activities, management tool command of control goal, management shortage. Therefore, our country’s university students’affairs management mechanism should be innovation.College students’affairs administration management mechanism management concept, management by objectives, management object characteristics, management subject quality, and the management of the subject and the managerial objects factors such as relationship between the restriction. Among them, the management concept, management objectives, management object characteristics, management subject and management object relations is the decisive factor of management mechanism, and management subject quality, management system is management mechanism as supportive factors. Developed countries by college student affairs management mechanism based on the theory of the United States, Britain, established service and accept service mechanism; Japan, Germany established social service mechanism. Its applicable condition is a mature managerial objects, socialization mind active.it higher, autonomy, is stronger. Thus, enlighten our country:construct students affairs management mechanism must consider the characteristics of the managerial objects.According to the university students’affairs management mechanism factors theory, referring to the experiences of developed countries, our country’s university students’affairs management mechanism innovation with artificial object shall, under the guidance of marxism, adhere to the people-oriented, equality, fairness, efficiency for college students’affairs management concept. Adhere to the students’development and social needs for the target. According to our country’s university students’main is after80,90, self-awareness, democratic consciousness, rights consciousness enhancement, is good at independent thinking, like self-determination, for individuals ability cultivation and self development requirements, but grow strong independent viability and poorer mental confusion, lack of autonomy consciousness, autonomous consciousness and ability characteristic, school with students shall establish administrative and civil relationship in the mixed coexist in students’affairs administration shall use executive orders management tools. Thus, in the current build command and service union type management mechanism. But judging from long-term development, with the development of market economy, the students’affairs administration service will gradually towards marketization and socialization, the relationship between students and school for civil relationship, and to develop social and school provides the service, students receive services. Adding to social democracy and the legal system to manage the object of democratic legality consciousness, self-discipline and independent management consciousness enhancement, shall establish a full service transverse mechanism.To ensure our country’s university students’affairs administration of the command and service coexistence and unified mechanism and future full service the realization of transverse mechanism, must innovate the management system, establish people-oriented promoting students’learning and development of elastic management system; To strengthen management subject to promote the management team construction, and the main management quality, including management object quality; Understand that the students interests and encourage students through legal channels to maintain their own rights and interests.更多还原
