【副题名】以重庆市开县东部新区控制性详细规划为例

【摘要】 《城乡规划法》明确了的两个法定规划类型，一是城市总体规划，二是控制性详细规划。《城市、镇控制性详细规划编制审批办法》中明确控制性详细规划是城乡规划主管部门作出规划行政许可、实施规划管理的依据。在我国城市规划体系中，控制性详细规划是连接城市总体规划(分区规划)与修建性详细规划、规划设计与管理实施之间的桥梁，具有承上启下作用的关键性层次，因而它具有不可或缺的现实意义。控制性详细规划以量化指标和控制要求将城市总体规划的二维平面、定性、宏观的控制分别转化为对城市建设的三维空间、定量和微观控制，是宏观与微观、整体与局部有机衔接的关键层次。但实践中，由于人们对控规在认识上的偏差，使控规的控制作用不能很好发挥，严重地影响了控规的严肃性和科学性。对控规阶段控制环节的城市设计方法研究不够重视，控规成果中的城市设计内容流于形式，是其原因之一。本文的内容包括以下四个部分：第一部分：综述了研究的背景、学界的研究动态、研究的目的和意义以及论文研究成果与框架等内容。着重指出了控规中城市设计方法研究的必要性和现实指导意义以及控规与城市设计在控制目标上存在的内在联系。第二部分：首先，对控规和城市设计进行了概述，从研究城市设计体系与规划体系互补结合的框架入手，进一步论述城市设计与控规的关系，为阐述控规控制环节中城市设计方法的应用提供分析基础。其次，从控规中城市设计方法的应用历程分析入手，详细分析城市设计方法及内容与控规的演变发展之间的关系，为分析现阶段控规中城市设计方法应用存在的问题提供基础。第三部分：结合城市设计在控规控制要素（涵盖城市环境容量控制、城市实体空间控制、城市公共空间控制、建筑形态控制、交通引导性指标控制等内容），逐条分析城市设计方法用以改进控规编制的策略，提出控规中城市设计方法的完整应用体系。第四部分：应用控规中城市设计的方法，结合开县东部新区控规，详细阐述了城市设计方法的应用过程和应用效果。更多还原

【Abstract】 Urban and Rural Planning Act cleared statutory the two type of planning, one wasthe overall urban planning, the other was t regulatory planning.The approval way ofregulatory planning of city and town cleared that regulatory planning was the basiswhich was for the urban planning department to plan for the administrative licensing,the implementation of planning and management.Regulatory plan plays an importantrole in national current urban planning system. The regulatory plan is a bridge whichbetween the overall urban planning (zoning plan) and the construction of detailedplanning, design and implementation,and with a connecting link between the role of acritical level.Regulatory plan transformed the two-dimensional plane，qualitative indicators andthe control requirements of macro-control of the overall urban planning intothree-dimensional space， quantitative indicators and micro-control of the urbanconstruction,which is the critical level of organic convergence about the macro andmicro，global and local. but in practice its function of regulation always can not beimplemented as for the people’s misunderstanding. One key reason for this lies in thatwe don’t put enough emphasis on the method research of urban desigh when inregulatory planning so that urban design can not be put into effect.The content includes four parts, namely:Part1: it summarizes the background、purpose、status quo and conclusions ofcurrent research, and points out the necessity of method research of urban designandinterrelation between the regulatory plan and urban design.Part2:Firstly, it introduces the regulatory plan and urban planning, analyzestheinterrelation of regulatory and urban design, and illuminates the relation betweenregulatory plan and urban design，To provide a basis for Analysis to illustrate theapplication of of urban design methods on the control aspects of the regulatory plan.From the analysis of the process of urban design methods applied on regulatoryplan,taked a detailed analysis of the relationship betweena detailed analysis of therelationship between evolution and development of urban design methods and contentwith control regulations, and provided a basis for the analysis of problems in theapplication of urban design approach at this stage control regulations. Part3: Combination of urban design in the control elements of the regulatory plan(covering the volume control of the urban environment, urban physical space control,control of urban public space, architectural form control, traffic guidance indicatorscontrol, etc.), article by article analysis of urban design to improve the regulatorycontrol establishment.strategy proposed control regulations urban design of a completeapplication system.Part4:Application urban design methods which in the regulatory plan, combinedwith the regulatory plan of the New area of the Kaixian’ East, elaborated on theapplication process and effect of the urban design methods.更多还原
