【摘要】 当今社会，铁路已经成为是我国主要的交通运输手段。它对社会、经济和科技发展，以及满足人民日益增长的物质和文化需要起着重要的作用。一直以来，我国铁路部门都十分重视和强调安全管理。车务段作为安全管理的最基层，在新体制下，随着管辖范围的扩大，安全管理内容的增多，组织机构关系的复杂化，管理上出现了很多新问题。为了保证车务段运输生产的安全，提高车务管理水平，建立一种新的安全管理体制，对于车务段的安全管理是具有重要意义的。本文首先着重介绍了国内外有关车务段安全管理研究的现状，并从中找出现今铁路运输发展的最新成果.在此基础之上，本文对我国车务段的组织结构以及安全管理状况进行了说明，并且分析其特点和主要职能，找出车务段目前存在的问题。然后，本文结合淄博车务段的典型事故，分析了事故的基本特征和主要影响因素。影响事故的的主要因素包括人的因素、设备的因素、环境的因素、以及管理的因素。再者，本文运用了闭环管理理论的思想，对构建车务段的安全管理体系进行了全新的诠释。根据安全管理闭环理论，建立：提前评价-事故采集-辨识重大事故隐患-作业重点控制-消除事故隐患的闭环管理系统。此闭环理论实现由被动检查向提前的主动预防转变，增强车务段安全管理的针对性，体现安全管理的系统性，形成强有力的安全管理文化氛围。此论文以东风站为实例，运用层次分析法对此车站进行指标评估，建立指标评价体系，确定指标权重，通过实例分析得出重要结论。本文将为今后车站的安全管理改革提供有力的理论基础和数据参考。更多还原

【Abstract】 Currently, railway is one of the most important modern transports. It is importantnot only for social, economical and technological development but also for people’sgrowing material and cultural needs. China’s railway apartment has paid greatattention to the safety management over the past years. Railway Operation Section, asthe most basic level of the railway safety management, has raised a lot of newproblems along with the expansion of the scope of the jurisdiction, the increasing incontent of management and the complex relationship between the organization andinstitution. In order to ensure the safety of railway transportation, increase the levelof the management, structure a new security management system, it has importancefor the safety management.At first, the paper introduces the study of railway operation section at home andabroad, to find out the newest production and direction of the railway systemdevelopment. On that basis, it gives a declare about the organizational structure andthe safety management,and analyses its characteristic and functions，to find out theissues. Then it combines with several typical cases about the Zi Bo railway operationsection, analysis the cause of accident. The factors that influence accident includehuman element、equipment element、environment element and management element.What’s more, this paper adopts the close-circle management theory to adjust thesecurity management system. According to the Close-circle management theory, itforms the following Close-circle theory system：prime evaluation–accident gathering–identify main accident–control key operations–eliminate hidden danger. Thetheory system realizes passive examination to advanced prevention, increases safetymanagement segment target, reflect systematic safety management, forms the strongsafety management culture atmosphere.The paper takes Dong Feng Station as an example, the AHP (Analytic HierarchyProcess) has been used in the paper to construct the comprehensive evaluation system,determine the index weight, some important conclusions are found by the example.The paper will provide lots of theoretical foundation and reference data to the development of railway operation section safety management.更多还原
