【摘要】 金融是现代经济的核心,金融资源是市场经济条件下推动经济和社会发展的核心资源。金融资源的构成一般包括资金(货币和信用)资源、机构资源和制度资源。金融资源配置的背后是经济资源的流动,金融资源的高效率配置是引导经济资源优化配置、促进经济结构优化升级的关键,对于促进经济金融良性互动具有基础性作用。因此,研究金融资源的配置效率问题十分重要且富有现实意义。近年来,河北省的经济社会发展取得了巨大进步,金融资源对经济增长的贡献日益明显。但是,随着金融危机的影响进一步加剧,河北省在金融资源配置过程中存在着金融资源利用效率较低的情况,主要表现在：金融对经济的支持力度不够、金融业发展水平较低、储蓄转化投资能力较差、信贷结构有待优化、金融生态环境欠佳和金融机构自身缺陷等。要提高金融对河北省经济社会发展的贡献度,应考虑通过调整优化产业结构,做大做强经济、充分利用存差资金中实际可用资金促进储蓄向投资转化以及优化信贷结构等措施最大限度提高金融资源的配置效率；同时,要进一步优化金融生态环境、积极构建具有活力和竞争力的金融体系,以促进河北省经济金融的良性互动,进而实现省域经济社会的发展。更多还原

【Abstract】 Finance is the core of modern economy; under the market-economy financial resource is core resource to promote economic and social development. Financial resource generally includes capital resource (money and credit), institutional organization resource and institution and rule resource. The financial resource allocation has close relation with the flow of economic resource. The financial resource allocation efficiency is the key issue that inducts economic resource allocation and facilitates the upgrade of economic structure, and plays a fundamental role in the correlation between economic and finance. So, the research on financial resource allocation efficiency is important and full of practical significance.In recent years, economic and social development in Hebei province has made tremendous progress, and financial resource to contribute to economic growth is increasingly clear. However, with the financial crisis aggravating further, in the process of financial resource allocation, the use efficiency of financial resource is lower in Hebei province. For example:financial support for economic not enough; lower level of financial sector development; transforming savings to investment less; credit structure to be optimized; poor financial ecological environment and financial institutions to their own shortcomings. To improve the degrees of financial contribution to economic and social development, we must adjust and optimize industrial structure, and make bigger and stronger economic, and take full advantage of available funds of bad-deposit funds to transform the savings to investment. At the same time, we also optimize the financial ecological environment and actively build a dynamic and competitive financial system. Finally promote positive interaction between economic and finance and achieve economic and social development of Hebei province.更多还原
