国家助学贷款风险的成因分析及防范机制研究

【摘要】 随着我国高等院校招生人数大幅度增加,教育收费水平越来越高,高等教育政府投资严重不足,导致高等教育成本个人分担比例越来越大,高等院校出现了较高比例(20%以上)的贫困生,今后,这个比例将会越来越高。高校贫困生不断增加的状况,要求进一步完善助学贷款制度和贫困生资助体系。国家助学贷款作为助学的主渠道,在实行七年多来取得了巨大的成绩,但这项政策在执行过程中,资助效果仍不尽如人意。因为助学贷款是一种具有较强商业性的信用贷款,而信用贷款的风险往往最大。本文分析了现阶段国家助学贷款中主要存在的问题,从政府、高校、银行和学生四方面对助学贷款存在的风险及其产生的原因进行了系统地分析;在借鉴国外助学贷款的运行机制与管理经验和教训的基础上,提出了完善我国国家助学贷款政策运行机制的战略设想,并从政府、商业银行、高等院校和学生的不同层面给出了一些建设性建议。
【Abstract】 With the dramatic increasing in the number of Chinese college students and serious shortage of government investment on higher education, more and more percentage of the financial burden of higher education is born by individuals. The poor college students accounts above 20% of all. The percentage will be increasing from now.The continuous increase of college students with financial difficulties requires further improvement of the system of student loan and financial aid to these students.As the main channel for helping college students with financial difficulties, the State-sponsored student loan has its own characteristics, Currently, Student-aided Loan is a kind of business credit in our country, and the risk is usually the highest.The policy of national student loans has acquire enormous achievements in more than seven years, but the effect of this policy are not perfect. This author analyses the main existing problem in national student loans at the present stage and systematically analyses its risks and reasons from four aspects, The government,the colleges the bank and the students. On the basis of drawing references from operating mechanism and administrative experiences and lessons of other countries . It puts forward some strategic conception of improving the operating mechanism of national student-aided loan in our country and in addition ,it gives some constructive suggestions from the different four levels mentioned above.
