大学生舆情及其工作机制研究

【摘要】 当前,我国正处于社会转型时期,随着改革开放的逐步深入,人们的思想观念不断多元化,对社会公共事务的关注和参与意识也渐渐增强,社会舆情日益兴起。当代大学生积极关注和参与社会的公共领域,善于利用各种途径表达意见和看法,由此形成的大学生舆情是社会舆情的重要组成部分,近年来发生的大学生舆情事件也在社会上引起了较大反响,大学生舆情已成为高校乃至全社会不容忽视的现实问题。在现阶段探讨和研究大学生舆情问题具有毋庸置疑的重要意义。大学生舆情和大学生舆情工作机制是全文论述的两大问题。首先,基于对大学生舆情现状的实证调查结果,从理论层面研究大学生舆情的基本问题,对大学生舆情的现状和基本理论进行论述;随后,针对大学生舆情工作现状的调查结果,从实践层面对建立和完善大学生舆情工作机制进行探讨,以使本文更为贴近现实而具有现实意义。据此,全文共分为四个部分:第一、二部分基于实证调查结果较为详细地论述了大学生舆情的现状及基本理论,第三、四部分主要围绕大学生舆情工作现状以及工作机制的建立和完善进行探索。在开篇部分,本文首先厘清了舆情和网络舆情的概念,基于此,对大学生舆情的概念进行界定,即指在大学生群体中传播的大学生针对高校内外发生的自己关心的或与自身利益紧密相关的各种公共事务而产生的情绪、意愿、态度和意见的总和。据此定义,进一步分析了大学生舆情的五个构成要素,使大学生舆情的概念更为清晰。此部分为接下来的论述和分析奠定了基础。第二部分是对大学生舆情的实证分析研究,基于大学生舆情现状的调查数据,此部分对大学生舆情的主要刺激源、特点、形成发展规律等理论问题进行研究。在大学生舆情的刺激源和特点方面,以调查数据为支持,对现有的研究成果进一步论述,而在大学生舆情的形成发展规律方面,提出了大学生舆情的形成发展过程中所经历的四个“关节点”,即聚焦点、临界点、爆发点、消退点,与后文论述大学生舆情工作机制紧密联系。在论述大学生舆情的现状及基本理论之后,第三部分紧接着从现实的角度切入,对当前开展大学生舆情工作的重要性进行阐述,对高校开展大学生舆情工作的现状进行分析,在总结大学生舆情工作现有经验的同时也指出其在思想认识、队伍建设和制度建设等三方面存在的问题,为后文论述的大学生舆情工作机制建设指明了方向。第四部分着重从实践层面对建立和完善大学生舆情工作机制,进一步提高大学生舆情工作的实效性进行探讨。大学生舆情工作机制的构建是一项系统工程,是由舆情的搜集、报送、分析、引导、反馈等工作环节有机联系、相互作用的一套体系。因此,首先应组建并优化一支由思想政治工作队伍、宣传工作队伍和信息工作队伍协同合作、有机组成的大学生舆情工作队伍,提高大学生舆情工作水平;而后,抓住大学生舆情形成发展过程中的四个“关节点”,依据每个“关节点”有的放矢地建立和完善大学生舆情的搜集和报送、分析、引导、反馈等四方面工作机制,瞄准“聚焦点”、预判“临界点”、把握“爆发点”、重视“消退点”,使之成为一套切实可行、行之有效的大学生舆情工作机制。
【Abstract】 At present, China is in a period of social transition, with the reform and opening-up gradually deepening. People have got more and more involved in social public affairs, with their minds and thoughts more and more diverse; therefore, social public opinion arises increasingly. Contemporary college students show strong interest and participation in social public areas as well as excel at making good use of all channels to express their opinions and thoughts, from which college students’public opinion originates. College students’public opinion is an important part of social public opinion. Especially in recent years, some events reflecting college students’public opinion have aroused people’s responses. As a result, college students’public opinion has become a real issue for not only the college but also our society, which cannot be ignored in any cases. In the current situation, it is of no doubt and great importance to do research on the issue.College students’public opinion and its working mechanism are two key issues in this paper. Starting with the research on fundamental issues on college students’public opinion in the aspect of theory study according to the survey results, this paper brings up some updates on the existing theories; then it tries to shed light on how to set up and improve a working mechanism of college students’public opinion from a more practical perspective. In general, this paper consists of four parts:the first and second parts have illustrated presence of college students’public opinion and the basic theories while the third and fourth parts have analyzed how to set up and further improve the working mechanism of college students’public opinion.In the beginning, this paper clarifies the concepts of public opinion and public opinion on the Internet, based on which, the concept of college students’public opinion is defined:a synthesis of college students’emotion, intention, attitude and opinion, which spreads among college students, on a variety of public affairs happening inside and outside campus which are concerned by them and closely related to their own interests. According to the definition, five elements are further elaborated afterwards in order to make the concept clearer. This part lays foundation for the following research and analysis.The second part is an analysis on the research results. Based on the collected data, this part analyzes the basic theories on the sources, characteristics, formation and development rules of college students’public opinion. In terms of its sources and characteristics, the current research findings are further elaborated on the basis of collected data while four "turning points" during the process of its formation and development are initially raised. They are focal point, breakthrough point, bursting point and fading point, which are closely related to the working mechanism discussed in the following.After research on presence of college students’public opinion and the basic theories, the third part elaborates the significance of implementing the working mechanism of college students’public opinion. Meanwhile, this part analyzes the presence of current working mechanism in college so as to conclude the working experiences which the college has already had and point out the existing problems in aspects of people’s mind and understanding, working team construction and mechanism construction, with a view to guiding the following argument of setting up an effective working mechanism.The last part of this paper argues that how to establish and improve a working mechanism of college students’public opinion from a practical perspective in order to enhance the efficiency of the work of college students’public opinion. It’s a systematic procedure to set up the working mechanism of college students’public opinion, which is an interactive system including five steps of the collection, submission, analysis, guidance and feedback of college students’public opinion. Therefore, we should first set up and optimize a team which consists of people separately working in the ideological and political field, publicity field and information field, in order to improve its working competence. Then, we should grab the four "turning points" during the process of the formation and development of college students’public opinion as well as set up and improve the collection and submission, analysis, guidance, feedback mechanisms according to the four points, with a view to aiming at the "focal point", foreseeing the "breakthrough point", seizing the "bursting point" and paying attention to the "fading point", so that we can establish and maintain a practical and effective working mechanism of college students’public opinion.
