【副题名】基于合肥市实践调研的实证研究

【摘要】 随着我国经济社会的不断发展,社区已成为一种重要的社会关系形式,这是与我国城市化进程相伴的。在这一历史进程中,社区的大量出现造成了社区档案的大量出现,社区档案的管理也随之越来越被人们认识和了解。随着社会主义和谐社会的构建,社区作为社会重要的组成部分,也得到了前所未有的重视。目前,在和谐社区建设中,社区档案工作在取得一些进步的同时,也存在城市社区档案上作与和谐社区建设的发展不平衡,社区档案工作人员的队伍建设与两者不相适应,社区档案工作不能适应新形势的要求,城市和谐社区建设中存在硬件不足软件落后的情况和各个社区档案工作情况不平衡等方面的问题,究其原因,既有内在的问题,也有外在因素影响,主要表现在思想意识比较薄弱、理论指导相对不足、保障体系不健全、经济基础比较薄弱、工作人员学历和专业技能较低、政策法规滞后、建设比较滞后等。欲解决好上述问题,必须从以下方面入手：一是强化社区档案意识,二是加强指导,三是建立社区档案工作保障体系,四是加大资金支持力度,五是完善人才队伍建设,六是完善相关法律法规,七是加强建设。因此,结合合肥市城市社区档案工作实际,本文从和谐社区建设和城市社区档案工作基本理论入手,在调查了解清楚城市社区档案工作现状的基础上,归纳总结城市社区档案工作存在的主要问题,分析所存在问题的背后原因,并提出相应的解决对策。希望通过本文的研究和总结,能对我国的和谐社区建设及社区档案工作提供些许参考。全文有五个部分组成：第一部分为绪论部分,回顾和梳理了相关文献资料后,提出本文的研究目的和意义；详细阐述了有关研究现状；并介绍了本文的主要内容、研究方法、研究思路和主要特色及创新点。第二部分阐述了城市社区档案工作与和谐社区建设基本理论；详细论述了合肥市城市社区档案工作及和谐社区建设的现状。第三部分以城市社区档案工作及和谐社区建设的现状为基础,详细阐述了城市社区档案工作中存在的问题,并对所存在的问题,进行了原因分析。第四部分从7个方面阐述和分析了解决问题的对策。第五部分指出了本研究的基本结论。更多还原

【Abstract】 Along with Chinese economic and social development, the community has become an important form of social relations, which is also concomitant with the process of urbanization. During the historical course, the mass emergence of communities results in a large number of community archives. The management of community archives are recognized and understood gradually. With the construction of the socialist harmonious society, the community as an important part of society, nor to the unprecedented attention.At present, in the harmonious community construction, community archival work in progress at the same time, there are also urban community archival work and the construction of harmonious community development is not balanced, the community archival staff team construction and the two do not suit, the community archival work can not adapt to the requirement of new situation, urban harmonious community construction exists insufficient hardware and software backward situation and various community archival work in unbalanced five problems, investigate its reason, both the intrinsic problem, also have the impact of external factors. Mainly in the ideological awareness is relatively weak, theory is relatively insufficient, security system is not perfect, economic base is more fragile, staff qualifications and professional skills is lower, laws and regulations lag behind, construction lags behind. To solve these problems, must from the following aspects:one is to strengthen community archives consciousness, two is to strengthen guidance, three is the establishment of community archival work security system. four is to increase financial support, five is to improve the talent team construction, six is to improve the relevant laws and regulations, seven is to strengthen construction.Therefore, combination of Hefei urban community archival work, this thesis from the construction of harmonious community and the city community archival work basic theories, in the investigation of a clear understanding of the city community archival work on the basis of the current situation, summarized the main problems of the city community archival work, analyze the reasons behind the problems, and proposes the corresponding solution countermeasures, hope that through this research and summary, to China’s construction of harmonious community and archival work provide some reference. This thesis consists of five chapters:The first chapter is instruction, which reviews related researching literature, and points out aim and significance of the study. This chapter also introduces research contents, research methods, approaches, main characteristics and innovations of this thesis.The second chapter sorts out the basic theory of the harmonious community construction and urban community of archival work, discusses in detail the present situation of Hefei urban communities archival work and the harmonious community construction.The third chapter of urban community archival work and harmonious community construction present situation as a foundation, elaborated the existing problem of the urban community archival work, and analyzes the reasons of.The fourth chapter elaborates from seven aspects and analyzes the countermeasures to solve the problem.The fifth chapter points out the basic conclusion of this research.更多还原
