基于业务流程管理的高校网上财务管理系统研究

【摘要】 高校财务管理工作是对高校资金的流动情况及其运作情况等财务活动所进行的日常综合管理。提高高校财务的综合管理水平、适应并促进大学的国际化、高水平建设和发展,是信息化校园建设的主要内容之一。目前,我国高校的信息化建设热潮依旧,这为我国高校的财务信息化建设和快速发展带来了机会。如何科学规划、统筹兼顾,以先进的思想和技术手段,继续推动我国高校财务信息化管理深入发展,是一个值得认真研究并需要加以有效解决的课题。本文针对高校财务信息化面临的问题,在对高校财务管理现状进行归纳、分析和整理的基础上,以信息化校园的建设为基础,通过高校网上财务管理的流程分析和改造,以加强财务管理、强化财务信息服务和决策支持服务为目的,给出了高校网上财务管理系统构建的基本构想与设计方案,并以某高校二级院系为实例,实现了上述方案。本文主要工作包括：1)主要运用流程再造理论进行了高校财务流程尤其是二级院系财务流程的梳理,分析了高校财务工作流程中目前存在的主要问题,并进行了高校网上财务流程梳理的目标分析,提出高校网上财务业务流程构建的基本原则,完成了系统的需求分析和业务流程建模；2)从强化日常财务管理工作、提高财务信息化服务和决策支持服务能力等要求为出发点,提出基于校园网的高校财务多模式业务流程方法,并以高校某二级学院为例进行了案例研究。完成了系统的分层设计与主要构件设计；3)基于.net技术和数据库技术,实现了一个符合院系财务报销特点的校园信息化应用系统。目前该系统已在复旦大学软件学院使用,运行稳定,通过该方案,学院财务管理工作的效率得到了显著的提高。更多还原

【Abstract】 College financial management is the flow of university funds and other financial activities and operations carried out by the daily integrated management. Improve the university’s financial management level, to adapt and to promote the internationalization of the university, a high level of construction and development, information technology is one of the main campus building. At present, the university’s information technology boom is still, this is our university’s financial information technology and rapid development has brought opportunities. How scientific planning, integrated, advanced ideas and techniques, our colleges and universities continue to promote further development of financial information management, is a worthy of serious study and needs to be an effective solution to the issue.In this paper, the university’s financial problems faced by information technology, financial management status in the university to summarize, analyze, and organize on the basis of information technology to the construction of campus-based, online through the college process analysis and financial management reform, to strengthen financial management strengthen the financial information services and decision support services for the purpose, given the financial management system, online colleges and universities to build the basic concept and design, and two departments of a university as an example, to achieve the above-mentioned program.In this paper, include:1) The main use of process reengineering for the college financial process, especially two faculties of sorting out the financial processes, analysis of the current college financial workflow of the main problems, and make the college financial process of combing the goal-line analysis, the university online financial business processes to build the basic principles of complete systems requirements analysis and business process modeling;2) from day to day financial management to strengthen and improve the financial information services and decision support services capacity requirements as a starting point, make the college campus-based financial business processes of multi-mode method, and university colleges as an example of a two case studies. Complete system of hierarchical design and major component design;3)Based on. Net technology and database technology to achieve a financial reimbursement in line with the characteristics of the campus faculty of information technology applications.At present, the system has been used in the Software School of Fudan University, stable operation, through the program, the college financial management efficiency has been improved significantly.更多还原
