【摘要】 党在十六届五中全会上提出了社会主义新农村的概念,确定了社会主义新农村建设的目标和任务,明确了社会主义新农村建设的总体要求是“生产发展、生活富裕、村容整洁、乡风文明、管理民主”。这是我国进入工业反哺农业,城市反哺农村阶段后,为了缩小城乡差距,全面建设小康社会,做出的重大战略部署。山西省是一个农业大省,从党中央提出新农村建设之后,就大力投入建设新农村。尽管新农村建设成绩可嘉,但仍然有不少村庄需要在政府的支持下,完成基础设施、产业发展、生态环境、社会公共事业等方面的建设与完善。河曲县的阳面村是一个紧邻黄河的村庄,村庄面积较大,总人口较少。该村现有居民住房简陋,公共基础设施较差,公益性事业服务不完善,污水和垃圾处理条件缺乏,产业单一。阳面村新农村建设主要包括农业基础设施、产业发展、科教兴农、社会公益事业、生态环境、民主管理等方面内容。各方面的具体建设内容如下:产业方面,稳步发展第一产业,优化集约发展第二产业,积极开拓第三产业,重点是发展养殖业和蔬菜种植业。农业基础设施方面,完善农田水利设施、加强防渗渠建设、购买农用机械等。公共设施方面,建设1所小学、1所幼儿园、1个文化娱乐广场、1个文化图书馆、1所卫生室、1个养老院。污水、垃圾处理方面,设置污水干管,使污水经主干管之后集中流入污水处理站;购买大型垃圾桶,组建环卫专业队伍,集中处理生活垃圾。民主政治建设方面,通过完善村委会办公场所,设置张贴公告栏,从而改善民主氛围。阳面村新农村建设实施步骤:第一步,编写全村新农村建设年度发展计划书。第二步,开展农业基础设施建设,建设农田道路,修防渗渠,开展蔬菜大棚、养殖区、经济林区等的建设。第三步,进一步完善住宅建设和村庄基础设施建设。更多还原

【Abstract】 The Fifth Plenary Session of the Party’s session proposed the concept of new socialist countryside and confirmed the objections and tasks of the new socialist countryside. Its general requirements are production’s“production’s development、enjoyment in affluence、village neatly、villagers civilized、democratic management”. This is an significant strategy deployment our country made to narrow the gap between urban and rural areas after our country going into the stage of industry feeding back to agriculture and urban feeding back to rural.SHANXI is a huge agricultural province, which paid much power for the new rural construction and achieved a lot through several years. Although the result of the new rural construction was commendable, there are still many improvements to be done under the help of our government, such as completing infrastructure, industrial development, ecological environment, public undertakings and so on. YANGMIAN village which belongs to the town of HEQU is next to the YELLOW River, whose area is large and population is small. Villagers confront many problems, for example, tatty housing, poor public infrastructure, faulty public welfare undertaking service, problems of the disposal of sewage and garbage, low interest in agriculture and lacking of industry.The new rural construction of YANGMIAN village contained: agricultural infrastructure, industrial development, science and education, social welfare undertakings, ecological environment, democratic management. The specific layout for all aspects is as follows: about industry: steadily develop the first industry, optimize and intense the second industry, positively develop the third industry, and the key is to develop aquaculture and vegetable planting; about agricultural infrastructure: perfect irrigation facility, strengthen the construction of anti-seepage trench, purchase agricultural machines, etc; about public facilities: construct one elementary school, one kindergarten, a cultural entertainment square, a cultural library, a clinic and a nursing home; about the disposal of sewage and garbage: set sewage mains, concentrate the sewage into sewage processor, buy large trash cans, league a professional team for sanitation, collect the life rubbish to dispose; about democratic political construction: perfect the offices of enterprise organizations, expanse the activity room and set bulletin boards in front of the village committee, etc. The steps of the new rural construction of YANGMIAN village are as follows: the first step: write the annual plan for the development of the new rural construction; the second step: develop the agricultural infrastructure construction, construct road and anti-seepage trench and carry out the construction of the vegetable shed, economic forest and culture zones, etc. the third step: further improve the residential construction and village infrastructure.更多还原
