【摘要】 目前,我国正处于经济和社会的转型期,各种公共危机事件频繁发生,在这些危机事件面前,政府不是万能的,政府在独自应对危机事件的全部责任和风险时难免会力不从心,NGO在危机事件过程中有着其独特的优势,则可以协助政府快速、有效地应对危机,而从近几年发生的危机事件来看,NGO参与在危机事件的管理中其能力尚未得到充分发挥。在这样的形势下,开展NGO参与危机管理的能力建设研究,是协助政府高效应对危机的一个重要课题。本文以NGO在危机管理中的能力建设为研究对象,利用公共治理理论和资源依赖理论及我国当前的现状,为NGO参与危机管理和加强其能力建设寻找理论和现实的依据。以NGO在汶川地震中的参与情况为例,对NGO参与公共危机管理的能力进行解析,从而找出限制NGO能力发挥的因素,即自身能力不足和外界参与环境不畅通的影响,并在此基础上,提出,一方面,从NGO自身组织出发,找出其资金、人才、内部管理不善、参与危机管理经验不足等阻碍组织能力发挥的瓶颈,通过提高组织的筹资能力、进行人力资源规划、完善内部管理制度等措施,来加强其能力建设；另一方面,作为社会环境创造者和维护者的政府,应改革现实中不利于NGO发展的政策,通过重视NGO在危机管理中的作用和建立完善的法律体系等措施来促进NGO的发展,为NGO参与危机管理创造良好的制度环境和法律保障,构建适应NGO参与危机管理的社会文化环境等促进NGO参与危机管理的能力建设。更多还原

【Abstract】 At present, our country is being in the economic and society’s transition period, various public crisis events occur frequently. In front of these crisis events, the government is not omnipotent. The government is unavoidably lack of power when dealing with the full responsibilities and the risks of crisis events alone. NGO has its unique superiority in the process of the crisis events, and it can assist the government to cope with the crisis quickly and effectively. From the crisis events which occurred in recent years, the NGO participation ability in the crisis events management has not yet obtained a full exhibition. In this situation, carrying out the study of ability construction of participating in the crisis management is an important topic to assist the government to deal with the crisis effectively.This article takes the ability construction of NGO in crisis management as the study object, makes use of public management and the resources dependence theory as well as our country current situation, to seek for the theory and the reality basis for NGO participation in crisis management and strengthens its ability. This essay takes NGO in the Wenchuan earthquake’s participation situation as an example, analyzes the ability of NGO participation in the public crisis management, discovers the factor which limits NGO’s ability to exhibit, namely its ability insufficiency and the influence of outside participation environment which is not unimpeded. Based on this, this thesis puts forwards some suggestions. On the one hand, the NGO must discover the reasons from itself, which hamper organization’s faculty exertion, such as fund, talented person, poor internal management, insufficiently experienced participation crisis management and so on. Through the measures such as enhancing the organization fund raising ability and carrying on human resources plan, these can strengthen organization internal ability construction; On the other hand, as the inventor and the vindicator of social environment, the government should reform the disadvantageous policy which not good for NGO development. The government should promote the development of NGO through putting emphasis on the NGO’s role in the crisis management and improve the legal system, create a good system environment and the legal safeguard for the NGO participation in crisis management, and build the social culture circumstances which adapts NGO to participation in crisis management and other measures to carry out the ability construction of NGO participation in crisis management.更多还原
