【摘要】 随着经济和社会的发展,近年来,由食品安全问题引发的事件不断发生,特别是食品生产加工过程中引发的食品安全事件,如“胶面条”、“皮革奶”、“一滴香”、“毒豇豆”及屡禁不止的“三聚氰胺”等事件,引起人们和政府的广泛关注。因为这些事件不仅严重威胁了人们的健康、生命安全,同时也严重影响了百姓对食品安全的信任,关系到食品产业及国际贸易的发展。因此建立和完善食品生产安全的管理体系,实行有效的食品生产安全对策,对保证食品安全,维护消费者的健康和权益,维护国家经济发展和政治稳定具有重大意义。食品生产安全管理中的控制措施和手段是一个庞大的体系,包括生产过程中的环境污染控制、种植业养殖业使用的化学物品的控制及微生物引起的食源性疾病的控制、新材料新工艺带来的可能性危害的控制等,其整个体系运行涉及政府监管体制问题。我国政府是人民的政府,高度重视食品生产安全,一直把加强食品质量安全,保障人民的健康安全摆在重要的位置,并且用实际行动践行三个代表和科学发展观,不断加大在机构、人员、设备、资金等方面的投入,以加强对食品安全方面的监管,理论界在研究和探讨食品安全监管方面也越来越广泛和深入,提出许多建设性的意见和建议。文章共分为四个部分,第一部分是对食品生产安全管理与政府监管体制概述,解释了食品生产安全和政府监管体制的含义,强调了在食品生产安全管理过程中加强政府监管体制的必要性和理论依据;第二部分介绍了我国现有的食品生产安全管理中的政府监管体制的现状,通过对现有食品生产安全管理中的法律法规、相关政策及机构设置的分析,提出我国政府监管体制现状中存在的缺陷和不足;第三部分以美国和欧盟为例介绍了发达国家食品生产安全管理方面的法律法规等监管体系及对我国的借鉴;第四部分介绍了落实食品生产安全管理中的政府监管体制的对策,包括科学构建我国食品生产安全的法律法规体系,完善我国的政府监管组织机构,加强对高科技人才的培养,提高领导干部的素质,最后综合运用各种监管手段,提高我国食品生产安全管理的水平。更多还原

【Abstract】 With the development of the economy and the society, recently, the affairs caused by the food safety problems happened again and again, especially those caused in food processing such as“glue noodle”,“leather milk”,“one drop flavoring essence”,“poison bean”, and“melamine”etc., which aroused wide attention of the citizens and the government. These affairs not only threated our health and life, but also affected people’s reliance on food safety, these all relate to the development of food industry and international trade. Thus it is significant to build and complete the management system in food processing and carry out effective food processing management policy in food industry, consumer’s health and rights, maintaining economic development and political stability.The control measure and approach in food processing safety management is an enormous system including the environment pollution control in processing, chemical and foodborne disease caused by microbe in planting and breeding industry, possible harm caused by new material and new technology, etc. The whole system operation is related to the government supervision system. Our government is the government of the people. This government highly takes care of food processing safety and gives highest priority in safeguard the food safety and keep people’s health. They practice with actions to fulfill the Three Representatives and Scientific Development Concept: increase investment in organization, personnel, devices and capital continuously, so as to enhance the supervision in food safety. People in theory field have taken more and more effort in research and discussing the food processing supervision and put forward many practical opinions and advises.There are four parts in this thesis.Part one: Overview of the food processing safety and government supervision system. The meaning of the government supervision in food processing is explained and the necessity and theoretical basis of enhancing the government supervision are emphasized.Part two: Introduction of the current situation of government supervision in food processing. With the analysis of our rules and regulations and related policy and organization in food management, the deficit and shortages in our government supervision are put forward.Part three: Taking the US and the EU as examples, the rules, regulations and policies of the developed countries are introduced and used for reference for our country.Part four: The workable policy of government supervision in food safely processing is introduced, including how to build the rules and regulations system in our food processing safety and how to complete the supervision organization, improve the training of high-tech persons and leader’s quality, so as to take all kinds of methods to improve proficiency of our supervision in food processing safety in China.更多还原
