【摘要】 高等学校从1999年起连续扩大招生规模,在此背景下,很多大学生毕业即面临失业。有些人为大学生开出了创业的药方,从国家到地方陆续出台了很多鼓励大学生创业的政策措施,以期能够带动更多的大学生创业。然而创业并非轻而易举,对刚走出校园的大学生来讲更是如此,据2010年的一项调查显示,我国2009届大学生创业的比率仅为1.2%,相比于2007年和2008年并没有明显提升。政府对大学生创业的满腔热血并没有换来大学生创业比例的上升,这对其他有创业意愿的大学生无疑是泼了一盆冷水,很多人还是会保守地选择“打工”。有专家指出“让绝大多数大学生难下决心的,除了创业本身确实有挑战外,更核心的是,有利于大学生创业的政策环境和社会环境没有完全建立起来”。尽管有很多政府优惠政策,但很多大学生表示对这些政策缺乏了解,不知道如何申请或者不清楚办理流程是怎样的。而且政府出台的有些政策总是“看上去很美”,但是由于门槛过高或者限制条件较多,真正能享受起来的却不容易。另外,有些政策确实有实际帮助,但是落实的过程中又会遭遇种种问题和阻力,出现政策执行走样、政策执行消极及其他一切不能实现政策目标的执行行为。大学生就业难已不仅仅是一个简单的社会问题了,如果不能有效解决,必然会影响到经济的发展和社会的稳定。因此,政府在大学生就业过程中一定要居于主导地位,同样,在更深层次上要把握好自己的角色定位,认真研究大学生创业现状及面临的问题,保障大学生的创新活力和创造潜能得到充分发挥。更多还原

【Abstract】 Institutions of higher learning have enrolled more students every year since 1999,Against this background,many students facing unemployment when they graduated. Some people give a prescription of entrepreneurship, there have been put forward various policy measures from national to local, and encourage more students participating in enterprising activities. But it is not easy, especially for the students left campus presently. According to a survey conducted in 2010, self-employment proportion of class of 2009 is 1.2% in our country, compared to 2007 and 2008 did not significantly improve. Government enthusiasm for students’entrepreneurship does not increase the proportion, it seems poured cold water on the other students who want to start an undertaking, and therefore, the great majority of students would choose the conservative "working". Some experts pointed out that "most college students is difficult to resolve, in addition to entrepreneurship is indeed a challenge, even more important, the policy and social environment is not fully established." Although there is many governments’preferential policy, but many students expressed a lack of understanding of these policies, and do not know how to apply or what is the process. And some policies introduced by the government always "looked beautiful", but it is not easy to apply because the threshold is too high or more constraints. In addition, some policies do have practical help, but it will encounter various problems and obstacles in the process of implementation, results in policy implementation aliasing, negative policy implementation and all other policy objectives can not be achieved execution behavior.Student Employment is not just a simple social problem, if not effectively addressed, is bound to affect economic development and social stability. Therefore, the Government must occupy the leading position in college students’ enterprising activities. And similarly, the Government should have a good grasp of their role and position at a deeper level, it needs to carefully study the status and problems that the college students’ enterprising activities, ensure college students’ innovation activity and creative potential to give full play.更多还原
