【摘要】 无论是过去还是现在,我国投资项目评价的侧重点主要是经济评价和技术评价。大部分的社会评价研究是以项目后评价为载体进行的社会效益分析,使社会评价更多体现为经济评价的附属品。社会评价是可行性研究阶段和后评价研究阶段不可或缺的重要内容之一。社会评价范围的界定与方法是理论研究与实践领域中广为关注的问题。纵观社会评价在我国的发展进程,在水利、航空、油田开发、铁路等领域,都已经有成型的项目评价方法来指导进行在各领域的投资项目社会评价。而在公路领域还没有系统的体系来指导社会评价的工作。本文正是从这个角度出发,研究适用于可行性研究阶段的社会评价方法。文章在广泛阅读国内外相关文献资料的基础上,结合公路建设项目的特点,构建出公路建设项目社会评价的框架,详细阐述了公路建设项目社会评价的原则、内容、方法和步骤。同时,对调研中分析得出的关键影响因素进行归纳、整理,从项目对社会发展的影响、对社会环境的影响,与社会互适应性、社会风险四个方面构建了公路建设项目社会评价的指标体系(该体系的适用范围定义为服务于前评估)。由于社会评价的多目标性,将层次分析法和模糊综合评价相结合,建立模糊综合评价模型。对该方法进行介绍,并在实际案例的分析过程中将参与式理论融入其中,进行实证分析。最后,论文对实例进行中发现的问题进行的归纳总结和展望,提出建议。更多还原

【Abstract】 Whether in the past or now, the evaluation of investment projects in China is mainly focused on economic evaluation and technology evaluation. Most of the social assessment is based on the social benefits analysis. The form of the social benefits under technical and economic analysis occupied the absolute dominant position, which the social evaluation reflected more like accessories to the economic evaluation. Social assessment is an important and necessary part in the feasibility study stage and post-evaluation stage.To define the scope of social evaluation and study the evaluation method is widely concerned in theoretical research and practice. Throughout the social assessment of development process in China, there have formed methods to guide the social evaluation of investment projects in various fields.Such as in water conservancy project, aviation industry, oil field development, railways and other fields. While in the Highway Engineering, there have no system to guide social assessment. From this perspective the article studies the social assessment which appropriate to the feasibility study stage.On the basis of extensive reading relevant materials literature at home and abroad, the article constructs a framework about Highway construction project, which combined with the characteristics of Highway construction projects. The paper details the framework which includes the principle of community, content, methods and steps for evaluation of highway construction projects. Meanwhile, the article collates and analyzes the key factors that obtain from the research. Then I construct the social assessment index system of highway construction projects. It elaborate the index system from the aspect that project’s impact on social development, social environment, adaptation and social interaction, social risk (The scope of the system defined to service for the Preliminary assessment). Since the nature of social evaluation is multi-objective, I combine analytic hierarchy process and fuzzy comprehensive evaluation. Then I establish the multi-objective fuzzy comprehensive evaluation model. Describe the method and use participatory theory to actual cases then analysis.Finally, the paper summarized the problems founded in the instance and made the prospects then proposed suggest.更多还原
