【摘要】 淮安是一个农业大市,农业在国民经济中占有很重要的地位,但淮安的农业发展水平与其它地区相比还比较落后,农业的快速发展已成为淮安一个最重要的课题。农业要快速发展离不开机械化的支持。加快发展农业机械化,是统筹城乡发展、推进农村小康建设的必然选择。但淮安农业机械化总体水平仍然较低,‘在新世纪尤其是在新农村建设中,如何大力发展淮安的农业机械化已显得尤其重要。本文首先对国内外农业机械化发展的历程和现状进行了全面科学的分析和回顾,深入剖析了其存在的问题及制约因素,并借鉴国外农业机械化发展的经验,结合我国的国情,力求探讨新时期淮安农业机械化发展的对策。其次深入分析了淮安农业机械化的现状、农业机械化发展的优势、农业机械化发展的制约因素,并结合金湖县白马湖乡农业机械化发展案例,从实证的角度对淮安农业机械化的发展进行了探讨。最后,站在全局和系统的角度,运用经济学、管理学、社会学有关理论,系统地提出了新时期促进淮安农业机械化发展的六大对策：以科学发展观为指导,抓好农机化的统筹协调发展；正确理解和处理土地产权问题,建立土地自由流转制度；按准公益性界定农业机械化的性质,创新农业机械化资金投入制度；转移农村剩余劳动力,建设农业机械化专业人才队伍；推动农机科技进步,增强农机技术创新能力；在政府主导下,有效整合社会力量,建立健全新型农机服务体系。上述研究是采用规范分析与实证分析相结合、静态分析与动态分析相结合及比较分析的方法,对淮安农业机械化发展的情况进行了全面研究,从而为政府有关部门制定农业机械化发展政策提供依据及参考,对推进淮安农业机械化事业的全面健康、快速的发展,具有重要的意义。更多还原

【Abstract】 Huai An City is an agricultural country. Agriculture takes an important role in economy of our state. But economic level of Huai An City is low comparing international advantaged countries. So rapid development of agriculture has become an important project. Agricultural development depends on agricultural mechanization.
