【摘要】 温州水产资源丰富,自建国以来,水产品加工业得到了快速的发展,获得一系列较为理想的成绩,但同时也产生了一些问题、存在很多的不足。本文分析了温州的水产品加工业的现状,指出其中的问题,针对这些问题,结合实际情况,给出了一些发展对策。1、温州水产品加工业的现状。温州水产业发展较快,尤其是在改革开放以后,温州市的水产业产量增长迅速；占整个农林牧渔业的比重也迅速增长。温州水产业以苍南最大、最优,水产品加工业的发展也较为领先；其次是瑞安、乐清和洞头。温州水产品的加工方式包括传统加工方式和新加工方式。其中,传统加工方式又包括干晒、腌渍、糟醉等,是目前的主打加工方法。除此还有一些特殊的加工方式。温州水产品的加工精深度有一定的发展,部分企业引进日本等先进国家的生产设备及生产工艺,研制一些较为高档的名优产品。随着生活水平的提高,人们对食品安全问题越来越关注,面对国际市场的新要求,温州市加强水产品加工的质量安全管理机制,部分企业已通过HACCP、IS09001等质量管理体系的认证。建国以来,尤其是改革开放以来,温州水产品加工企业不断问世,一批现代化企业迅速崛起。2、温州水产品加工业存在问题。首先,温州水产品加工业对海洋捕捞的依赖很大。其次,温州水产品加工业依然是以传统的简单的加工方式为主,科技含量高、附加值高的精深加工产品的份额还是很少。再次,市场流通不畅。从水产品到加工企业,以及从加工企业到销售市场,整个产品流通的链条流通不够通畅,严重影响了水产品加工企业发展的积极性。最后是企业生产管理上存在很多不足。目前企业的生产管理标准缺乏或不统一,出现国内国际两个生产标准；企业品牌意识不强,以个体、私营的小规模生产为主,市场竞争力不足；企业创新意识低,生产大多是盲目跟风；管理人才缺乏,企业的经营水平较低等等。3、温州水产品加工业的几点发展对策。第一,调整海洋捕捞资源,充分利用水产养殖资源,大力发展水产养殖业,稳定水产品加工业。第二,发展水产品精深加工加快低值水产品的综合开发利用速度,提高优质水产品的品位,充分利用水产品的下脚料,开发新型的水产食品。第三,发展改善传统加工方式,引进先进的加工设备、加工工艺,加大机械设备的使用,实现高科技现代化、自动化的生产工艺。第四,要树立品牌形象,实施品牌战略。第五,从生产原料、加工过程、存储运输等整个生产链上抓质量安全管理,建立完善水产品加工的管理标准体系。第六,建立水产品的流通市场。第七,水产加工企业园区化发展,建立行业协会,加大政府的扶持力度。从企业到政府各方面共同努力,使温州市水产品加工业稳定、健康、合理、快速地发展。更多还原

【Abstract】 Wenzhou City is rich in aquatic product, and though, since the founding of new China, having gotten some rapid development and a series of more satisfactory results, its aquatic processing industry still has many questions and shortcomings. On the base of the status of Wenzhou aquatic product processing industry, the paper not only points out its questions but also puts forward some development countermeasures combined with actual situations.1、Wenzhou aquatic industry has developed rapidly, especially after Reform and Opening, the growth and proportion of which in agriculture, forestry, animal husbandry and fishery have a rapid increase. The largest and best one is found in Cangnan, followed by Ruian, Yueqing and Dongtou. The processing way of Wenzhou aquatic product has three kinds:the first one is the traditional processing way which is main way and contains dry sun, pickling and so on, and the second one is new processing way, and the last one is a few special processing way. And its depth has also a certain amount of development owing to part of the enterprise introduced some production equipments and process from Japan and other advanced countries and then developed some relatively high-grade product. At the same time, in order to meet new requirements of international market brought on by more and more attention on food safety problems with the improvement of living standards, Wenzhou strengthen the quality and safety management mechanism of aquatic products processing, and partial enterprise already passed HACCP, ISO9001 and the other quality management systems as well. As a result, since the founding, especially since the reform and opening, such companies are constantly established, and a number of modern enterprises rise rapidly.2、With certain achievements, there are still many problems in aquatic products processing industry of Wenzhou City. Firstly, the fishing industry depended on the raw materials. Secondly, the processing way of Wenzhou aquatic product is still mainly on traditional way. Again, poor market liquidity. From fish to the processing enterprises, as well as from processing enterprises to the market, the chain of distribution throughout the product flow smooth enough, seriously affected the development of fish processing enterprises active. Finally, there are many deficiencies in production management. The production management standards currently lack or non-uniform. Enterprises lack of brand meaning and business sense of innovation, mostly follow the trend of production blindly.3、Shortcomings for now, with the actual characteristics of the local situations, this paper points some development countermeasures of processing industry. Firstly, the adjustment of raw materials resources, make full use of aquaculture resources, to develop aquaculture. Secondly, the development of deep processing of aquatic products, aquatic products to speed up the comprehensive development and utilization of low speed, high-quality aquatic products to improve quality, full use of seafood waste, development of new aquatic food. Thirdly, the development of improved traditional processing method, the introduction of advanced processing equipment, processing technology, increase the use of mechanical devices to achieve high-tech modernization and automation of production processes. Fourthly, enterprises should establish brand image, the implementation of brand strategy. Fifthly, establish and improve the management of aquatic products processing standards. Sixthly, establish the aquatic products circulation market. Seventh, enterprises should establish the guild of aquatic products processing, meantime, government should increase the support.
