江苏省利用世行贷款加强灌溉农业三期项目监测评价指标体系研究

【摘要】 监测评价是项目管理中的一个重要环节,是项目管理的必要手段。通过对项目执行全过程的监测和评价,可以为项目管理决策提供科学的依据。对公共投资项目进行科学合理的监测评价,能够保证投资项目与社会发展目标相协调,提高投资的经济效益;能够提高政府对投资项目的科学决策水平;同时有利于自然资源合理利用与生态环境保护。江苏省世行三期项目以增加农民收入和保证国家粮食安全为目标、以改造中低产田、发展节水农业、改善农业基本生产条件和保护农业生态环境,发展优势农产品为主要任务。这是一个复杂的切实关系民生的项目,是一个涉及经济、社会、政治和生态环境等多个方面的系统工程。在开展这个复杂项目的过程中,需要随时能客观、适时评价项目的进程和效益,指标体系即是反应经济社会的量化工具。因此,客观上需要建立能适时衡量和监测评价世行三期项目实施情况的指标体系,以及时发现项目实施过程中存在的问题,为后续农业项目的监测评价指标体系的构建提供参考,为相关农业项目管理部门提供借鉴。本文以江苏省利用世行贷款加强灌溉农业三期项目(以下简称“世行三期项目”)为背景,研究农业项目监测评价指标体系的构建以及应用。全文主要分为三大部分:第一部分主要是对世行三期项目进行详尽的描述,主要包括项目背景、项目建设目标以及项目的建设内容的阐述;第二部分是以第一部分为依据,即以项目的建设目标、建设内容为依据,构建“世行三期项目”的监测评价指标体系;第三部分是应用第二部分构建的指标体系对“世行三期项目”进行监测评价,分析项目建设过程中存在的问题,并为后续的项目建设及管理提供政策建议。本文研究结果表明,针对“世行三期项目”的建设目标、建设内容,以及项目数据的可获得性,可以从节水灌溉、现代农业服务体系建设、优势农产品示范和发展、农民组织化建设、农业生态环境建设、机构发展与支持6个方面对其进行监测评价。通过相关性检验,最终确定了含有22个指标的监测评价体系,其中,节水灌溉方面包括中低产田改造面积、节水工程灌溉面积、渠系水利用系数、WUA数量、WUA覆盖面积和水分生产率6个指标;现代农业服务体系建设方面包括良种覆盖率、病虫害综合防治率、农业机械化程度和培训技术员人数4个指标;优势农产品示范和发展方面包括优势农产品面积、示范推广面积和生产绿色农产品的农户人均纯收入3个指标;农民组织化建设方面包括新建农民专业合作组织个数、会员占当地农户比例、农民合作经营试点数量、农民专业合作组织农户人均纯收入和农民合作经营试点农户人均纯收入5个指标;农业生态环境建设方面包括营造农田防护林面积和林木覆盖率2个指标;机构发展与支持方面包括国内考察和国内培训2个指标。基于“世行三期项目”2005-2008年各指标的数据,对所构建的指标体系进行应用,结合项目的实际建设情况分析表明,本文所构建的监测评价指标体系是科学、合理的,具有推广价值,可以为后续类似农业项目的监测评价工作提供参考。同时,基于指标体系的构建与应用,本文总结了“世行三期项目”存在的问题,并针对这些问题,为江苏省今后的农业项目建设提供了政策建议,主要包括加大优势农产品示范与发展力度、不断提高农民组织化建设、加大项目监测评价的组织保障、加大建后管护力度和强化农业综合开发项目的监测评价工作5个方面。

【Abstract】 Monitoring and evaluation is an important part in the project management, is a necessary mean of project management. Monitoring and evaluation through the whole process of project implementation can provide a scientific basis for the project’s management decisions. Not only scientific, but also reasonable monitoring and evaluation of the public investment projects could ensure the investment projects coordination with the social development goals, improve the economic efficiency of investment and the government’s scientific decision-making, and at the same time, conducive to rational use of natural resources and environment protection.The main objective of World Bank PhaseⅢProject in Jiangsu province is to increase farmers’ income and to ensure national food security, its main task is the transformation of low-yielding fields, the development of water-saving agriculture, to improve the basic agricultural production conditions, and the protection of agricultural ecological environment. This is a project that not only difficult, but also closely related to people’s livelihood, it is a systems engineering which involve economic, social, political, ecological environment, and so on. In carrying out the process of this complex project, we need evaluate the project’s process and benefits at any time, be objective and timely. Indicator system is a quantitative tool for reflecting the economic and social. So, objectively, we should construct an indicator system, which could measure and monitor World Bank PhaseⅢProject at any time, to identify problems timely in the course of project implementation. This study can supply reference for the other agricultural projects’ construction of monitoring and evaluation index system. In the background of agricultural PhaseⅢthat strengthen irrigation using World Bank loan in Jiangsu province (World Bank PhaseⅢproject), this paper studies the monitoring and evaluation index system’s construction and application in the agricultural project. The whole paper includes three main parts, the first part is designed to describe World Bank PhaseⅢproject, including the instruction of project background, project goal of building, and it’s content. On the base of the first part, the second part of this paper is designed to construct the monitoring and evaluation index system of the World Bank PhaseⅢproject. The third part is the index system’s application in the World Bank PhaseⅢproject, at the same time, this part analyze problems that exist in the process of project construction, to supply policy recommendations for the follow-up projects’ construction and management.The conclusion of this paper shows that, on the base of World Bank PhaseⅢproject’s background, goal of building, content, and the data availability, the monitoring and evaluation index system could be constructed from these six aspects:water-saving irrigation, modern agricultural service system, demonstration and development of competitive agricultural products, construction of farmer organizations, agricultural ecological environment’s construction, institutional development and support. Through the relevant test, this paper chooses a monitoring and evaluation system at last which containing 22 indicators. Specifically, the aspect of water-saving irrigation contains six sub-index:reconstruction area of the low-yielding fields, irrigated area of the water works, canal water efficiency, the number of WUA, WUA coverage, water productivity; the aspect of modern agricultural service system contains four sub-index:seed coverage, IPM rate, the degree of agricultural mechanization, the number of trained technicians; the aspect of demonstration and development of competitive agricultural products contains three sub-index:advantage agricultural area, demonstration and extension area, per capita net income of farmers who products green agricultural products; the aspect of construction of farmer organizations contains five sub-index:the number of new specialized cooperative organizations of farmers, members account for the proportion of local farmers, the number of farmers co-operative trial, per capita net income of farmers in specialized cooperative organizations, per capita net income of farmers in farmers cooperative pilot; the aspect of agricultural ecological environment’s construction contains two sub-index:farmland area and forest coverage; the aspect of institutional development and support contains two sub-index:domestic visits and domestic training. The application of this monitoring and evaluation index system shows that, it is not only scientific. but also reasonable. At the same time, on the base of the construction and application of this monitoring and evaluation index system, this paper concludes the problems exiting in the World Bank PhaseⅢproject, and analyze problems that exist in the process of project construction, supplies policy recommendations for the follow-up projects’ construction and management. The policy recommendations main includes five aspects:intensify the demonstration and development of competitive agricultural products, improve the construction of farmer organizations constantly, increase the organizational guarantee of project monitoring and evaluation, and increase the intensity of management and protection after construction, strengthening monitoring and evaluation of the Comprehensive agricultural development project.
