天津市东丽区市政工程项目管理研究

【摘要】 市政工程是和居民生活生产密切相关的基础设施建设项目,由于市政工程在国计民生中占有重要位置,如何能够实现政府满意、施工企业得利的双赢模式成为每一个施工单位都必须时刻关注的一个问题。在施工过程中就需要施工企业坚持实施质量成本控制,采取科学的方法,降低市政工程的建设成本费用,保证工程质量的顺利达标。建立和实施市政工程施工项目质量成本管理需要考虑企业自身特点、企业所处的市场环境,结合施工项目建设中的质量、成本因素,实现质量管理的科学决策,持续改进项目建设质量。实施质量成本管理是提高工程质量、增强经济收益的重要方式,企业需要借助于科学的管理手段与项目管理模式分析影响市政项目的质量因素。本研究通过对以往项目的理论方法的研究和总结,试图寻求出一套适合市政工程实施的项目管理方法,从而保证市政工程的质量,降低市政工程的成本。市政主体复杂,影响因素较多,易产生质量偏差,项目质量易受投资、进度的影响,所以需要对因外部影响所造成的项目质量诸多因素进行控制,对项目过程中的质量抽查,确保抽查过程检查中资料的真实性,需要考核项目的成本和进度。提出项目质量保证的内容,项目质量保证工作的主要内容是提出明确的项目工程质量要求,制定可实施的工程质量标准,规划合理的项目工程质量流程,构建完整质量保证体系,合理配置恰当的资源等五个方面。明确的项目工程质量要求是所有项目质量工作开展的重要基础,需要制定一套切实可操作的质量标准。规划合理项目工程质量流程可以顺利开展各项质量保证和控制工作。项目质量保证体系依赖于企业的质量管理体系性质,构建一套科学有效的质量保证方案。项目工程质量管理实施时,需要配备合理的资源来保证项目质量。论文首先给出绪论,介绍研究背景和意义,给出本研究的研究目的。接着梳理理论基础。在分析天津市东丽区市政工程项目的管理现状的基础上,分析天津市东丽区市政工程项目的管理因素,从天津市东丽区市政工程的相关当事人、天津市东丽区市政工程项目管理的特性、天津市东丽区市政工程项目实施的原则三个层次展开。本文重点研究了天津市东丽区市政工程项目的质量管理控制,给出东丽区市政工程项目中的组织机构、然后给出市政工程质量保证基础、质量保证依据以及项目质量保证内容。并从开展施工的准备工作、施工过程的质量检查制度、质量管理控制措施三个层次来分析东丽区市政工程项目的过程管理。论文的最后研究结论,介绍了研究的主要内容以及未来的研究展望。
【Abstract】 Municipal engineering is generally closely related to residents living and production infrastructure projects, municipal engineering has an important position in the national economy. How to achieve the Government’s satisfaction, how to become every benefit of the win-win model of a construction unit is facing a problem for construction department. During the construction process, the enterprise needs to adhere to the implementation of quality construction enterprise cost control, to take a scientific approach and reduce the cost of municipal construction projects to ensure the smooth progress of project quality standards. Establishment and implementation of public works construction project quality cost management need to consider their own characteristics, enterprises are facing the market environment, combined with the construction project construction quality, cost factors, the scientific decision-making to achieve quality management, continuous quality improvement projects. Implementation of quality cost management is to improve the quality of the project, is an important way to enhance the economic benefits. Municipal Engineering Project Management to carry out the primary job is to deal the contradiction between with product cost and quality. Companies need the help of scientific management methods and project management.To analyze affect the quality of municipal projects, this research using theoretical methods of past research and concluded, trying to find a set of public works for the implementation of the project management methodology to ensure the quality of public works to reduce the cost of municipal projects. The main municipal complex, affecting many factors, easy to produce quality bias, the limitations of the final inspection, project quality and vulnerable to investment and progress of effects, therefore, it need a lot of external factors on the control of the project quality control process. Controlling the project quality is to ensure that checks the authenticity of the process of inspection data, requires evaluation project cost and schedule.To assurance of the content of proposed project quality, quality assurance project is the main contents of a clear project quality requirements, the project can be implemented to develop quality standards, to develop a reasonable quality of the projects planning process, to build a complete quality assurance system, the rational allocation of appropriate resources five areas. Project quality requirements defined for all project quality is an important foundation to carry out the work, need practical operational quality standards. Reasonable quality of the projects planning process can successfully carry out the quality assurance and control. Project quality assurance system depends on the nature of the enterprise quality management’s system; need to design a scientific and effective quality assurance program. Project quality management implementation, with reasonable resources needed to ensure project quality.Paper is organized as follows:the first chapter is the introduction, describes the background and significance, given the purpose of this study. The second chapter is the basis of relevant theories and literature. The third chapter is the Tianjin Municipal Engineering project management status quo. The fourth chapter is to analyze the Tianjin Municipal Engineering project management factors, this chapter the relevant parties from the municipal engineering, Tianjin Municipal Engineering Project Management features, Tianjin Municipal Engineering principles of the three levels of project implementation to start. . Chapter Five of the Tianjin Municipal Engineering project management control, first introduced in the municipal project organization, and then gives the basis of municipal engineering quality assurance, quality assurance, and project quality assurance based on the content. Construction of the third quarter from the implementation of the preparatory work for construction quality inspection system and quality control measures to analyze the three levels of public works projects, Dongli District, the process of management. The sixth Chapter is the conclusion of the study, describes the main research and future research prospects.
