【摘要】 本文结合作者的工作实践,选择了呼和浩特炼油项目作为研究对象,由于该项目采取了“业主+IPMT+监理+EPC”的管理模式,作者带领项目管理团队与业主一起组建了项目经理部,行使业主的项目管理职能。本文围绕该项目的实际建设和项目管理过程,根据实践去总结项目中出现的各种问题,并应用所学管理理论去分析各种问题的成因,并努力去寻找解决问题的具体对策。本文首先介绍了国内外项目管理模式的发展趋势,并得出了IPMT是近几年来在国内某些建设领域开始被接受和采用的一种新型项目管理模式,这种模式在其明确的应用范围内,具有较为突出的特点。接着本文结合呼和浩特炼油项目的实际情况,对业主方选择与项目管理公司联合组建项目经理部,推行“业主+IPMT+监理+EPC”的管理模式的原因进行了分析。并描述了该项目推行IPMT模式过程中项目各利益相关方的职责划分,阐述了该项目经理部的具体架构以及项目经理部各部门的工作职责。而后,本文根据工程实践,分析了该项目推行IPMT项目管理过程中所遇到的较为突出的问题,如工作界面不清、分工不明确、进度管理困难、工作职责错位等问题,并从各利益相关方的角度,寻找了各种问题的成因,又探讨了各类问题存在的共性原因。最后,本文着眼于解决该项目目前所存在的问题、改善项目后续工作的效率和效果,提出了针对业主、项目管理公司、监理单位和总承包单位所存在的问题的具体解决对策,所提出的对策以具备实践操作性为目的,将应用于项目后期的建设和管理实践中去。更多还原

【Abstract】 Combining the writer’s working practice, choose the Hohhot Refinery Project as the research object. As this project is taken the management mode of‘Owner+IPMT+Supervisor+EPC’, the write organized the project management department together with the owners and PMT to realize the owners’management functions. In this paper, the writer surrounds the practical process of construction and management in Hohhot Refinery Project, based on the problems occurred in this project, analyses the reasons for the problems using studied management theories and tries hard to find the specific solutions for them.In this paper, the writer first introduces domestic and external development trend of project management mode, and concludes that IPMT is a new kind of management mode widely used in some construction areas in recent years. This mode has several outstanding characters in the specified range. Then the writer combines the actual conditions in Hohhot Refinery Project and analyses the reasons why the owners and the project management company established the project management department and carried out the mode of‘Owner+IPMT+Supervisor+EPC’. He also describes the labor division of relevant units in the mode, elaborates the specific organization of project management department and their responsibilities. Next, according to the working practice, he analyses the obvious problems happened in the process of carrying out the IPMT management mode, such as unclear working range, undefined labor division, difficulties for scheduling management, responsibilities misplace, etc. Aimed at these problems, the writer finds out the reasons from each interested party and states the common reasons for such kinds of problems. At last, to solute these problems in this project and improve the efficiency and effect of the subsequent work, the writes offers the specific solutions to actual problems occurred from owners, project management company, supervision unit and general contract. These solutions is aimed at practical operation and used in the subsequent construction and management practice.更多还原
