【摘要】 随着互联网的广泛使用,政府采购方式已从以前的传统手段,即,使用人力和纸介质来完成信息的发布与管理,转换为电子式采购方式。现已有很多省市政府采用这种方式。相对于传统的采购形式,电子化政府采购改变了传统采购业务的处理方式,具有不可估量的优势。首先其大大的增加了政府采购过程中的透明度与公开化,抑制了腐败现象的发生。政府机构通过网络对采购与招标进行统一管理与操作,通过一定的规范有效的发布信息。采购与投标的每个环节都通过网络信息公开,极大的增强了透明度。其次,节约采购成本,提高政府工作效率。通过网络快捷方便的特点,节省了很多传统采购形式不必要的工作,电子投标也克服了传统的投标方式存在的耗时长等很多缺点,提高了工作效率,为政府带来更多的效益。随着政府采购范围的不断扩大,采购金额成直线上升趋势。为了更好的适应政府采购工作,以便更好更方便更公开化的管理,政府采购中心及时做出决策,决定把计算机网络技术运用在在政府采购中,进行政府采购的电子化建设。本课题实现的就是在政府采购中心建立起一流的政府采购管理系统,包括前台网站与后台管理系统。重点实施后台管理部分,包括:工作流管理模块、招标管理模块、供应商管理模块、专家库管理模块、系统管理以及信息发布管理等功能。主要运用B/S模式,使用Java语言,Mysql数据库等技术。该系统的目的是可以使政府采购中心各部门管理更为科学化、规范化、合理化,可以进一步提高净月政府采购中心的工作质量和工作效率,降低政府采购成本,提高政府采购工作的透明度。在政府采购信息系统建设中,应遵循以下的要求与原则:在规范性建设方面。所谓规范性,则要求统一建设与管理,采购中心的各个部门的工作人员应尽量的在业务上、操作界面上、功能上以及开发标准上保持统一。为了达到服务与管理的高效性和规范性,开发人员应尽量将本系统的软硬件提高到相关的国际化标准。在开放性建设方面要做到:1、本系统在业界开放的标准下完成的,为业务发展打下结实的基础。2、不依赖于平台及设备供应商。在先进性建设方面要做到:1、融入了当今世界先进的计算机软硬件技术。2、采用国际上最新的科研成果,保持技术上的领先。更多还原
