产品研发多项目进度计划与控制研究

【摘要】 随着经济全球化的发展,企业间的竞争日益激烈,为了在竞争中获胜,产品研发成了企业核心竞争力的源泉和持续发展的动力。但产品研发往往具有失败率高、成本高等特点。为了规避新产品研发的风险,提高收益,必须对研发过程加强管理。产品研发多项目管理是一种并行系统工程,其目的就是以多个项目的协调管理为中心,整合企业内部的所有研发资源,实现研发项目的有效控制,最终实现企业资源的高效利用,提升企业的竞争能力。在多项目环境下,项目间存在着资源竞争、共享以及冲突。企业需要通过对各种资源的平衡调配,从而实现对新产品研发项目的控制。然而在资源约束的条件下,企业往往无法对各种资源作出很好的调配,这使得产品开发项目往往出现成本超出预算,开发进度超期的情况,从而降低了新产品的竞争力。本文将新产品研发项目所需要的各种资源(包括人、财、物)统一体现在“货币值”的项目成本概念上。这样,完成产品开发项目所需的资源调配和进度控制就可以以项目成本的形式统一到一个平台上进行计划与控制了。本文通过研究,提出了产品研发多项目环境下各种资源使用成本的计算方法、产品研发多项目资源平衡和进度控制的评估模型以及产品研发多项目资源分配优化综合模型。为企业产品研发多项目进度计划与控制提供经验和参考。

【Abstract】 As the globalization process stepping forward, market competitions become more and more severe. For achieving core market competitiveness of the enterprise, it is necessary to maintain R&D new product development as the driven source of continuous sustainability of the enterprises. However, product R&D is characterized by high failure rate and high cost. In order to avoid the risk of new products development and increase profit, companies must strengthen the management of R&D process. R&D is a parallel multi-project management system engineering, whose aim is to coordinate and manage multiple projects, integrate all internal R&D resources, achieve effective control and ultimately efficiently use corporate resources, enhance business competitiveness.In the multi-project environment, there is the competition, sharing and conflict of resources between projects. The enterprise needs to balance and manage all sorts of resources to realize the control of new product research and development. However, with the limitation of resources, enterprises can’t always manage well, which leads to over budget or miss the deadline, therefore reducing the competitiveness of the new product.This article is considering all the resources around new product R&D, including human power, financial support and materials into the cost of finishing the project. This thesis converts all resources for R&D of new products including human, financial and materials inputs into the cost of completed projects. It takes the progress of the project into the cost of finishing the project as well. At the same time, it also converts the schedule of projects into the cost of completed projects. In this way, all the resources needed to finish the project and the process management can be put on the same platform to plan & control. Therefore, allocation of all resources and the control of the progress for completed R&D projects can be unified into a platform for planning and controlling in the form of project cost.This thesis proposes the method for cost calculation for all resources and progress of projects for product R&D in multi-project environment. It also proposes the evaluation model of product R&D in multi- project for the balance of resources and the control of the progress. Through the research on this thesis, it provides experience and references for the progress plan and control of product R&D in multi-project.
