【摘要】 社会主义新农村建设是党中央为全面解决“三农”问题提出的重要战略举措,农村社区建设是新农村建设的具体体现,它有效地推动了农村城镇化、农业现代化、农民市民化的进程。土地流转作为制度背景,通过指导土地利用的重新布局,土地用途的置换调整,实现了耕地规模经营、产业集聚发展、人口集中居住,这些无疑将对农村社区建设产生积极的影响。因此,本文以土地流转制度对农村社区建设的影响为切入点进行研究,探索符合农村社区发展要求的建设策略,指导农村社区建设,具有十分重要的理论价值和现实意义。通过对我国农村社区建设现状进行分析,提出现阶段存在的问题;在分析研究土地流转制度及其对农村社区建设的影响的基础上,借鉴国内外成功的农村社区建设经验,提出了土地流转制度下的农村社区建设策略,包括支撑——建设——管理——培育四个方面。支撑社区:培育农村社区发展动力。结合区域产业、经济的发展方向,完善农村产业结构,调整农村产业空间布局使之与农村社区空间布局相适应,培植优势产业,促进产业集聚发展,为农村社区的发展提供支撑。建设社区:夯实农村社区发展基础。通过优化布局体系,实现农村社区空间重构,营造宜居的社区环境,引导农民集中居住;同时推进各种配套设施的集约化建设,实现城乡公共服务均等化;为农民提供多种形式的安置补偿,就业保障,完善养老、医疗、最低生活保障等体系建设,为农村社区的发展奠定基础。管理社区:创新农村社区组织体制。强化政府管理,突出社区自治,重视农民主体的作用,对三者的职能和任务提出明确的要求,为农村社区的发展建立保障。培育社区:发扬农村社区民主文化。培养社区认同意识,普及现代科技文化以及组织多种多样的文体活动,为农村社区的发展构筑凝聚力。综上研究,本文以武汉市黄陂区前川街作为研究对象,对建设策略进行论证和补充。旨在为我国广大农村地区建设提供一些有益的指导,促进我国农村地区健康、全面发展。更多还原

【Abstract】 New socialism rural construction project which is put forward by the Central Party Committee is an important strategy to solve the three dimensional rural problem. Rural community embodies the new rural development and also provides a platform for the new rural construction development. Under the rural land circulation institutional background, through the guidance of the land use relocation, land use replacement and adjustment, to achieve the appropriate scale operation of farm land, clustering development of industry and gathering population, which are undoubtedly have positive impact on the rural community development. Therefore, take the influence of rural land circulation institution on the rural community development as the starting point, this paper explores and addresses the appropriate development strategy for the rural community development. To lead the rural community construction has significant theory and realistic value.Through the current situation analysis of the rural community development in our country, to come up with the present problems. Based on the analysis of the rural land circulation institution and its influence on the rural community development, by using of successful rural community construction experiences at home and aboard as a source of references, to propose the strategies of rural community construction under the rural land circulation, which include support, construction, management and cultivation.Community support: to develop rural community development driven force. It means to combine the regional industry and economy development direction, improving the rural community industry system and then adjusting rural community industry structure, laying out clustering industry park, which could promote industrial agglomeration and back up rural community development.Community construction: to establish rural community development foundation. Through the distribution system optimization, to realize the reconstruction of the rural community space, build liveable community environment, lead clustering residence and provide various rehousing compensation for farmers. At the same time, promoting intensive construction of various supporting facilities and improving social safeguard mechanisms so that it could establish rural community development foundation. Community management: innovation of rural community organizational framework. To propose specific requirements for the functions and roles of government management, self-government of community and farmers, to ensure the development of rural community.Community cultivation: to promote democratic culture in rural community. To excavate the special culture, cultivate new culture and discard trash. .......To sum up, this paper takes Wuhan Huangpi Qianchuanjie as the object, to demostrate and supplement the strategy of rural community construction.
