【摘要】 随着网络经济时代的到来,使得整个社会的经济生活发生了巨大的变化。伴随着网络技术和信息技术的迅猛发展,预计未来5年内,网络购物交易额规模占社会消费品零售总额的比重将突破5%。网络经济改变了传统的商务活动方式,对整个经济领域产生了重大而深远的影响。伴随着网络经济的蓬勃发展,网络违法行为也以几倍甚至十几倍的速度非线性增长。网络市场的持续健康发展,迫切需要政府制定符合经济发展要求的新的经济制度来维持公平、公正的网络交易秩序。本文就网络市场的现状,现阶段国内外对网络市场监管的现状及问题,网络监管对工商行政管理的监管需求,工商行政管理部门在监管网络市场的过程中所面临的困难及采取的对策进行了多角度的探讨。首先,介绍了网络市场现状,分析网络市场存在的问题,引出研究的必要性。其次,分析目前国内外对网络市场监管的研究现状及存在的问题,研究得出工商行政管理部门对网络市场的监管职责。再次,分析工商部门监管的优势和我局进行网络市场监管存在的差距,提出总体监管思路。接着,基于以上的分析,针对我市网络市场监管面临的困难和挑战,分确认网络市场经营者主体资格、构建企业信用监管体系、打击网上违法行为,促进网络经营者自律规范几方面提出了相应的对策。研究结果表明,为了网络市场的持续发展,需要创造一个宽松的环境。要求行政管理部门改变以往传统经济管理中采取的统一的做法,承认各市场主体间的差异性,将更大的发展空间和更多的选择机会尽可能地给予企业经营者。切实改变现有的监管方式和监管模式。不断探索新的监管手段和方法,使得我们的行政监管更加理性和科学。更多还原

【Abstract】 With the arrival of the Network economy era, the whole social and economic life has undergone tremendous changes. With rapid development of network and information technology. The next 5 years, the scale of online shopping transactions account for the proportion of total retail sales of consumer goods will exceed 5%. Network economy changes the traditional way of business activities; areas of the economy have had a significant and far-reaching impact. With the rapid development of network economy, network offense also several times the rate of ten times or even non-linear growth. The continued healthy development of the network market, urgent needs to meet the requirements of economic development the Government in formulating a new economic system to maintain a fair and just order of network transactions.In this paper, the status of the network market, at this stage of market regulation at home and abroad to network status and issues ,Network monitoring of the regulatory needs of industry and commerce administration, Supervision of the administrative department for industry and commerce the difficulties faced by the network market and of multi-angle.First, this introduced network market status, analysis of network market problems, leads to the necessity of the study.Second, this analysis of current domestic and international status and problems of the network market regulation, come to the regulatory responsibilities for the network market of the administrative department for industry and commerce.Third, this analysis of the advantages of the business sector regulation and the gap of our bureau in the regulation of the network market, general idea proposed regulation.Then, Based on the above analysis, economic regulation for the current network problems and challenge, verify that the network operator market, building business credit monitoring system,to combat illegal Internet activities and promote self-regulate network operators to put forward some countermeasuresThe results show that,need to create a relaxed environment to maintain the sustainable development of the network market.
