【摘要】 我国正处在社会经济高速发展的关键时期,随着社会正在创造越来越多的财富,突发事件的频发也比以往任何时期都显得突出,尤其是市政公用行业安全问题。由于市政公用事业是城市的重要基础设施,为城市居民的生产生活提供者普遍的公共服务,因此每时每刻都不能停顿。一旦出现问题,关联众人,影响巨大,甚至可能造成整个城市瘫痪,引发社会危机。“十二五”期间是天津市抢抓机遇,直面挑战,打造“国际港口城市、北方经济中心和生态城市”的关键时期,按照“双城双港、相向拓展、一轴两带、南北生态”的战略规划,随着天津城市建设发展,各类潜在突发事件数量、危害程度及叠加出现的可能想将不断增加,天津市市政公用事业应急管理工作面临的挑战将愈加严峻。天津市的应急管理工作还处在初步发展阶段,虽然已经初步建立了应急管理组织体系,初步形成了部分应急预案,但仍存在若干问题,如应急管理机制不畅通、应急预案缺乏针对性、应急平台建设需进一步加强等问题。本论文以天津市市政公用事业应急管理为研究对象,运用应急管理等相关理论成果,借鉴国内外理论和实践经验,从我国国情出发,结合天津市的实际情况,分析探讨目前存在的问题,就构建天津市市政公用事业应急管理体系、城市公用事业应急管理智慧平台进行了深入的研究。更多还原

【Abstract】 China is in the social critical period of rapid economic development. More wealth is created. But at the same time, incidents happen more frequently. Especially, the municipal utility industry safety becomes more important. The city’s municipal utility is an important infrastructure, and it provides public services, so it cannot be stopped all the time. If any problem is happen, there will be a widespread influence. And it will make the entire city paralysis and cause a social crisis. In the important time, the emergency management in Tianjin will meet more challenges.Although the organization of the emergency management in Tianjin is established and some emergency plans are created, emergency management in Tianjin is in the initial stage and still has many problems. This paper focuses Tianjin municipal utilities and uses the theories of emergency management and the practice experiences in home and abroad. Then this paper analyses the problems in Tianjin and links the emergency management conditions in Tianjin. At last this paper proposes Tianjin municipal utility emergency management system.更多还原
