【摘要】 人权问题从20世纪80年代起就开始成为影响中美两国关系正常发展的重要原因之一。中美两国在人权问题上存在着严重的分歧,这对于促进两国关系的正常发展是不利的。客观分析中美两国在人权问题上存在的分歧及产生分歧的内在原因、积极寻求化解两国人权问题的对策,对于促进中美两国关系的健康发展、构建和谐世界都具有非常重要的意义。中美两国之间的人权问题由来已久。长期以来,美国公开发表《国别人权报告》,对包括中国在内的世界190多个国家和地区的人权状况进行指责,而对自身糟糕的人权纪录却熟视无睹。针对美国对我国的人权状况进行指责的行为,从2000年起,我国开始连续发表《美国人权纪录》,通过大量的客观事实揭露了美国社会中存在的严重的人权问题,揭示了美国在人权问题上所奉行的“双重标准”,得到了世界上很多国家的支持。由于中美两国在社会发展水平、价值观念、国家利益等方面存在着很大的差异,导致了两国在人权的内容、人权的标准、人权与主权的关系等方面都存在着很大的分歧。在化解两国之间的人权问题时,首先,应不断加强我国的人权建设,积极改善我国广大人民群众的人权状况;其次,应不断加强中美两国在人权问题上的对话与合作,积极缓解两国在人权问题上的矛盾与分歧,实现求同存异;再次,还应不断加强同国际社会的合作,争取更多国家的支持和理解,从而为我国的人权建设赢得良好的国际环境。人权问题是影响中美关系正常发展的重要因素之一,本文结合当前国际形势,探索总结了中美之间人权问题发展的趋势和内在规律,丰富了关于中美人权问题研究的理论体系,对于缓解中美两国在人权问题上的分歧,加强两国在人权问题上的理解与借鉴都具有一定的现实意义。更多还原

【Abstract】 Human rights issues have become one of the important reasons of affecting the normal development of Sino-U.S. relations from the 1980s. There are serious differences on human rights issues between China and the United States, which is detrimental for the promotion of normal development of bilateral relations. Objectively analysis of the differences and the underlying causes of human rights between the two countries, and actively seek to resolve human rights issues is very important, on the one hand, it is very important for the promotion of relations between China and the United States, on the other hand, it is also important for the development of building a harmonious world.The Human rights issues between China and the United States has been a long time, over the years, the United States published "Country Reports on Human Rights," accusing the human rights of more than 190 countries and regions that including China in the world, while turning a blind eye on its own poor human rights . In order to counter U.S. accusations of human rights situation in China, China began to published "U.S. human rights record" since 2000, which through a large number of objective facts fully exposed serious problems of human rights in the United States, revealing the "double standard" that the United States adhered to on the issue of human rights, and had received the support of many countries in the world.As the two countries in social development, values, national interests are very different, resulting in the contents of human rights, human rights standards, the relationship between human rights and sovereignty exist great differences. In resolving human rights issues between the two countries, first of all, We Should strengthen human rights in China, and actively improve the Chinese people’s human rights situation; Second, China and the United States should strengthen the human rights issues in the exchange and cooperation, reduce the two countries’contradictions on human rights issues to seek common ground , what’s more, we should also strengthen the cooperation with the international community to strive for more support and understanding, so as to create a favorable international environment for the development of China’s human rights.The Human rights issue is one of the important factors that affect the normal development of relations between China and the United States. In this paper, with the current international situation, the author explore the development trends of the issue of human rights between China and the United States, enrich the theoretical system on human rights issues between China and the United States, which is on great practical significance for reducing the differences in human rights issues between the two countries, and strengthen their understanding of the human rights issue.更多还原
