【摘要】 新时期,兵团提出以“城镇化、新型工业化、农业现代化”推进跨越式发展。只有积极改革兵团体制,充分发挥市场在资源配置中的作用,提高资源的配置效率,城镇化、新型工业化与农业现代化才能够实现。从发达国家经验看,城镇化的过程就是经济结构持续优化和社会制度变革的过程。城镇化有利于推动社会体制改革,促进社会管理体制适应市场经济发展的需要,促进生产要素的集聚,优化资源配置,产生规模经济效应。城镇化水平越高,社会管理体制越健全,生产要素与基础设施的利用效率就越高。研究石河子地区城镇化,对推进兵团“三化”进程,推动石河子地区乃至兵团经济社会全面协调发展具有重要的现实意义。本研究以马克思主义的唯物辩证法为指导,以城镇化相关理论为基础,并对城镇化相关概念进行界定,综合运用定量分析与定性分析相结合的研究方法。首先,石河子地区城镇化发展战略环境分析。从自然资源、人力资源、基础设施、社会体制、经济发展方面分析石河子地区城镇化发展战略环境,对城镇化发展所依托的水资源、土地资源、生态资源、旅游资源、人才、社会体制、经济体制、经济规模与结构等因素进行研究；其次,石河子地区城镇化发展战略评价。构建石河子地区城镇化发展水平综合评价指标体系与评价模型,测度石河子地区城镇化综合发展水平与各团场小城镇的城镇化发展水平,在此基础上运用层次聚类分析法对团场小城镇的城镇化发展水平进行聚类分析,综合分析石河子地区城镇体系结构与职能结构,指出石河子地区城镇化发展战略特征、发展战略存在的问题及城镇化发展的制约因素；再次,石河子地区城镇化发展动力机制分析。构建石河子地区城镇化发展动力机制指标体系,采取主成分分析方法从历史的纬度对各动力因子的变化趋势进行衡量,在此基础上,建立向量的误差修正模型,运用脉冲响应分析与方差分解的方法,动态分析各动力因子与石河子地区城镇化发展之间的关系,指出石河子地区城镇化发展的动力；第四,石河子地区城镇化发展战略构想。指出石河子地区城镇化发展战略原则、战略目标与战略重点,制定城镇化战略布局,包括城镇空间布局、职能布局与产业布局,构建石河子地区城镇化发展的战略模式与战略步骤；最后,石河子地区城镇城镇化发展战略的保障措施。保障石河子地区城镇化战略的实施,应当制定科学合理的城镇规划,突破体制障碍,加强政策支持,积极创新城镇投入机制与管理体制。通过研究,本文得出以下结论：第一,石河子地区人口城镇化水平稳步提升,工业化水平相对滞后；团场小城镇城镇化水平可以分成五个层次,城镇化水平较高的团场小城镇距离中等规模城市石河子市、克拉玛依市、奎屯市较近,其经济、人口、工业化、基础设施的发展水平相对较高。第二,从城镇化发展的动力机制来看,农业是石河子地区城镇化发展的基础动力；工业与制度变迁是石河子地区城镇化发展的根本动力；服务业是石河子地区城镇化发展的后续动力。第三,城镇化发展战略应当突出优势与特色,采取点状区域,组带优先的布局结构,逐渐形成一个中心城市、一个次级中心城市、两个城镇带和三个城镇组团的布局模式,即中心城市石河子市,次级中心城市下野地市,中心团场小城镇121团部、142团部、148团部,呼克公路沿线城镇带,乌奎高速公路沿线城镇带,下野地片区城镇组团,莫索湾片区城镇组团,石河子市片区城镇组团。第四,石河子地区城镇化发展应采取兵地合一型、卫星镇型及政策驱动型城镇化发展模式,重点推进城镇化发展的制度创新、城镇支撑产业培育与基础设施建设。更多还原

【Abstract】 During the new period,XPCC take the strategy of urbanization,new type industrialization and agricultural modernization to promote great-leap-forward development.Only reform XPCC system positively and improve efficiency of the resources allocation,can Urbanization,New Type Industrialization and Agricultural Modernization be realized.Learning the experience of the developed country,the course of urbanization is continuously optimize economic structure and social system transformation process. Urbanization facilitates the social system reform, and promote the social management system to adapte to market economy.It promote the elements of production to cluster and optimize the allocation of resources.As a result,the urbannization produce the effect of the large-scale economy. The higher level of urbanization the system of social management more perfect.Land and infrastructure utilization efficiency become higher. Research urbanization of shihezi area,which benefit to promote the process of Urbannization,New Type Industrialization, Agricultural Modernization.At the same time,the reseach has the important practical significance to the economic,social comprehensive and coordinated development of Shihezi area and XPCC.Based on relevant theories and definition of urbannization,this study makes use of the research methods of quantitative and qualitative analysis under the guidance of materialistic and dialectics.Firstly,this paper analyses the strategic environment of urbannization in terms of water resources, land resources, ecological resources, tourism resources, human resources, social systems, economic systems, economic scale and structure from the aspects of natural,human, infrastructure, social system and economic development.Secondly, this paper evaluates the urbannization development strategy of Shihezi area. This study constructs the comprehensive evaluation index system and evaluation model to measure the urbannization development level of Shihezi area and the Small-Town-Farms.On that basis,this study makes use of hierarchical cluster analysis to analyse the urbannization development level of the Small-Town-Farms.Then,this paper comprehensive analyses the urban system and function structure of Shihezi area.This study points out the characteristics and problem of the urbannization development of Shihezi area,and analyses the constraints of the urbannization.Thirdly,this paper analyses the dynamic mechanism of urbannization development.This study makes use of the method of principal component analysis to assess the trend of power factors from the latitude of historical based on the dynamic mechanism index system of Shihezi area.Then, the paper establishes the vector error correction model, based on which this study applies the impulse response analysis and variance decomposition method to analyses the relationship between power factors and urbannization dynamically.Then this paper point out the impetus of the urbanization;Fourthly,this paper research the strategy of urbannization of Shihezi area.This study points out the strategic principles, objectives and priorities and layout of the urbannization,including urban spatial,function and industrial distribution.Then this study establishes strategic model and steps of urbannization;Finally,this paper analyses the strategy safegurds of urbannization development.To realize the urbannization strategy,this study point out that we should apply scientific and rational urban planning, break institutional barriers and strengthen policy support,innovate investment mechanism and management system of cities.Conclusions are as follows. Firstly, the level of population urbannization increase steadly,and the industrialization level is lagging behind;the urbanization level of Small-Town-Farms can be divided into five levels,Small-Town-Farms with higher urbannization level is nearby to the central city Shihezi,Kelamayi and Kuitun,and the level of economy,population,industrialization and infrastructure development in these Small-Town-Farms with higher urbannization level is relatively higher. Secondly, Looking from the aspect of impetus mechanism,primary industry is the base of urbanization of Shihezi area.Industrialization and law power is the fundamental of urbanization of Shihezi area.Tertiary industry is the guarantee of the continuous development of urbanization of Shihezi area.Thirdly, the urbannization development strategy should take the urban layout of highlighting the advantages and characteristics and taking point-like area with priority to the urban group.As a result,there will be a central city,a subprime central city,two town belt and three urban groups in Shihezi area,including the central city Shihezi,the secondary central city Xiayedi and three Small-Town-Farms 121,142 and 148.All the towns is along the Wukui highway and Huke road in general.Further,there will be three urban groups,including Xiayedi,Mosuowan and Shihezi.Fourthly,the strategic modes are syncretic urbannization between farm and local city, satellite town and the policies drving urbannization,and the important focus of urbannization are system innovation,industry upgrading and the urban infrastructure strengthening.更多还原
