【摘要】 随着我国国民经济的发展,工程建设在我国的国民经济建设中占据了越来越重要的地位,作为公有制占主体的国家政府投资工程在我们的社会生活中始终扮演着重要的角色。长期以来我国各级政府投资项目存在着管理水平较低,工程质量难以保证等问题。有关研究表明,我国工程建设行业综合竞争力低于发达国家的最主要原因不是工程技术水平不足,而是管理体制不合理、建筑市场不规范、项目管理水平落后等。因此,引进和实施先进的工程项目管理模式,提高项目管理效能,改善建设项目绩效,提升我国建筑业核心竞争力,是当前我国政府投资项目建设面临的重大课题。本文遵循“现象分析(问题导向)→理论提炼→模型设计→案例研究→政策应用”的逻辑思路。本文在结构上共分六章。第一章为导论。第二章至第五章为文章的主体部分。首先从研究工程项目管理的基本理论出发,提出了工程项目管理效能的衡量标准；进而结合代建制的基本理论,对国内当前出现的几种主要的代建制模式进行了比较研究,分析了代建制模式对提高工程项目管理效能的意义,剖析了代建制存在的制度缺陷及代建制模式下工程项目管理存在的问题,从而揭示了代建制模式对工程项目管理效能的影响因素及其机理,并据此提出了提高工程项目管理效能的对策措施,最后结合南昌市阳明路改造工程这一代建项目管理的实例效果进行理论体系的验证和说明。第六章为结论和展望。本文研究表明,进度、质量和成本控制是工程项目的核心要素,工程项目管理效能分别以生产进度、工程质量与成本相应衡量。“代建制”是一种比较先进的项目法人运作方式,是深化投资体制改革重要手段,有利于提高工程项目管理效能。然而,代建制本身存在一定的制度缺陷,目前代建制工程项目管理体系又存在一些的问题,从而成为代建工程项目管理效能提高的制约因素。为此,文章提出,在代建模式下,建立科学合理的目标系统,提高管理团队执行力,对项目参建各方合理分工,采用标准化管理模式,保持内外有效沟通是提高项目管理效能的有效方法。更多还原

【Abstract】 With the development of national economy, engineering construction occupies an increasingly important position, and most of projects are invested by governments. There are many problems in the projects invested by governments, such as Low management level, poor engineering quality and etc. Research shows that the main reasons, which comprehensive competitiveness of construction industry of our country is inferior to developed countries, are not Low engineering technology level, but irrational management system, non-standard construction market and uncultured project management level. The major issue of projects invested by governments is to introduce and implement the advanced engineering project management mode, which can improve management efficiency, benefits and core competitiveness.The ideas of article are "Phenomenon analysis→theory research→model research→case studies→application of policies". There are six chapters. Chapter one is introduction, and from chapter two to five are the main part. Firstly, the basic theories of project management are studied, and the evaluation criterions of management efficiency are proposed. Secondly, combined with the basic theory of Agent System, the feasibility that Agent System applies to projects invested by governments, is analyzed. Meanwhile, the management efficiencies of several major domestic Agent System models are compared. Agent System can improve the management efficiency, but it also has some system defects and problems in practice. Based on the analysis of factors and mechanism which influence the effectiveness of project management, the countermeasures are put forward. Finally, the above research results are applied to the Yangming Road Reconstruction Project in Nanchang. Practice shows that the Agent System can improve management efficiencies. The last chapter is conclusion and outlook.Research shows that progress, quality and cost are the core elements of the project, and they can be used to evaluate the project management efficiencies. "Agent System" is a more advanced management mode to improve project management efficiencies, and it is an important means of deepening the reform of investment system. However, system defects and problems in practice are Constraints to improve management efficiency. On the basis of the above study, the effective methods to improve the effectiveness of project management are to establish a scientific and rational goal system, to enhance the management team execution, to divide the work of all corporations of project rationally, to adopt standardized management, to maintain effective communication both inside and outside.更多还原
