【摘要】 失业保险作为一国社会保障系统的一个重要组成部分,对于维护社会稳定和保持经济持续发展起着积极的作用。它帮助个人抵御在社会生活中可能遇到的失业风险,消除人们收入的不确定性,从而改善人们的福利状况。我国经过二十多年的探索和实践,已初步建立了具有中国特色的失业保险制度。但是,从和谐社会和市场经济的要求出发,目前实行的失业保险制度明显存在着一些缺陷和问题,在一定程度上制约了劳动制度乃至经济体制改革的深入。因此,仔细分析目前我国失业保险制度中存在的现实问题,并提出相应对策,从而进一步的完善失业保险制度,具有重要的现实意义。本文以新余市失业保险为研究对象,通过对失业保险制度的产生、发展和现状的研究以及国内外失业保险的比较研究,采用理论研究和实证分析相结合、定性与定量分析相结合的研究方法,对新余市失业保险的现状进行分析,指出当前新余市失业保险存在的问题,最后结合相关理论和实际情况,提出完善新余市失业保险的对策。更多还原

【Abstract】 Unemployment insurance, as a significant part of social security system, is of great importance to maintain social stability and sustained economic development. It helps individuals against risks in income uncertainty when people are unemployed, so as to improve their welfare.After exploration and practice in the past two decades,China has established a distinctive unemployed insurance system. However, there still exist some problems and defects in unemployment insurance system from the perspective of harmonious society and market economy, which to a certain extent restricts the reform of the labor system and economic system from improving and deepening. Therefore, careful analysis of the existing problems in current unemployment insurance system, and seeking for corresponding countermeasures, in order to further perfect unemployment insurance system, has the important practical significance.Based on the case study of unemployed insurance in Xinyu, this paper has explored the emergence, development and current situation of unemployment insurance system and has adopted theoretical study and empirical analysis, combined qualitative and quantitative research methods,in comparison to foreign unemployment insurance system. It has pointed out the present problems of unemployment insurance in Xinyu, and eventually put forward some active countermeasures.更多还原
