马电供热机组烟气脱硫吸收剂制备项目评估与论证

【摘要】 近年来随着工业的发展,二氧化硫污染的形势日益严峻。其中,火力发电厂由于其结构不合理,特别是能耗高、污染重的小火电机组比重过高,同时面对“十一五”规划《纲要》提出的使火电厂烟气脱硫工程项目建设数量迅猛增加,与之配套的脱硫吸收剂项目也随之建设的总目标,电力行业已成为制约电力工业节能减排和健康发展的重要因素。因此,对火力发电厂进行烟气脱硫就成了一项迫在眉睫的任务。本文首先介绍了本文的研究背景及意义,通过对我国火力发电厂烟气脱硫的现状、存在的问题与政策背景进行分析,提出电厂烟气脱硫吸收剂项目建设的必要性;随后分析了国内外研究现状,以此借鉴经验教训。然后针对本文研究的内容,对相关理论进行了概述,如项目和项目评估与论证、工程建设项目的评估与论证等,为本文的研究奠定了理论基础。在此基础上,本文从经济性、技术性、环境性三个方面构建了电厂烟气脱硫吸收剂项目技术经济综合评价指标体系,运用层次分析法确定各指标的权重,然后以模糊综合评价为起点,建立了烟气脱硫吸收剂项目方案优选评价模型。最后以某个石灰石-石膏湿法烟气脱硫吸收剂项目数据为例,分别从经济性能和技术性能两方面对外购成品石灰石粉、石灰石干磨制粉、石灰石湿磨制浆三种脱硫吸收剂制备系统方案进行了比较,综合比选认为石灰石湿磨制浆方案更适合作为本项目的制备系统;然后对马电供热机组烟气脱硫吸收剂湿磨制浆项目建设从厂址选择、交通运输、厂址气象和地理条件、工程项目经济评价等多个方面进行评估与论证,以此为决策者提供参考,具有非常强的理论和现实意义。

【Abstract】 With the development of industry, the sulfur dioxide pollution situation becomes increasingly serious. Because of coal-fired power plants’structure is unreasonable, especially high in energy consumption and pollution and the eleventh five-year plan put forward the total goal that is the power plant flue gas desulfurization project have increased rapidly in quantity and the related desulfurization absorber with project construction, The power industry has become the main energy saving and emission reduction and healthy development of important factor. Therefore, the fire power plant flue gas desulfurization became an immediate task.This paper firstly introduces the background and significance to our country. Through analyzing the thermal power plant flue gas desulfurization of the present situation and the existence question and the policy background, the article think the necessity of power plant flue gas desulfurization absorber of project construction; Then analyzing the current research at home and abroad. Then based on this study, the contents of the relevant theory of were summarized, such as the project and project evaluation and demonstration, engineering project evaluation and argument for this paper, the research provided a theoretical foundation. On this basis, this paper of economy, technology and environment from three aspects of the construction of power plant flue gas desulfurization absorber project technology economic comprehensive evaluation index system by using analytic hierarchy process to determine the weights of the index, and then, with fuzzy comprehensive evaluation as a starting point, established the flue gas desulfurization absorber project plan optimization evaluation model. Finally some limestone limestone-gypsum wet flue gas desulfurization absorber project data, for example, economic performance and technology respectively from two aspects of performance for cement, lime foreign finished limestone mill powder dry, wet limestone grinding pulp three desulfurization absorber preparation system schemes are compared, the comprehensive than the election think wet limestone grinding pulp scheme as the purpose of more suitable for the preparation system; And then the horse electric heating unit desulphurizing absorber wet grinding pulp from the project construction site choice, transportation, the site of factory meteorological and geographical conditions, engineering project evaluation of economic DuoGe assessment and demonstration, to provide reference for policymakers, have the very strong theoretical and practical significance.
