【副题名】以中美战略对话机制为个案的研究

【摘要】 中国与世界各国广泛开展“战略对话”始于2005年。是年,中国密集启动与印度、日本、俄罗斯、美国等世界各主要力量的战略对话。这显然不是巧合事件,而是经认真谋划的外交战略布局,是中国积极主动与各大国良性互动的新模式,是实现和平发展、追求和谐世界的可行方式,对中国乃至世界的繁荣稳定具有深远的意义。这其中,最引人瞩目的当属中美战略对话机制,主要原因在于它不仅具有解决中美双边、地区和全球的多层次共同利益与分歧的现实意义,更有探讨多极化与全球化时代崛起大国与守成霸权国如何共处的历史意义和理论意义。本文主体包括三大部分：第一部分是中国密集开展“战略对话”的整体背景分析,初步总结这些战略对话的特点和规律；第二部分是对“中美战略对话机制”的个案研究,梳理其产生的背景及过程,并在议题分析的基础上,将该对话与中俄、中日、中印战略对话作简要比较,得出其在稳定性、灵活性和议题范围等方面的特点及其借鉴意义；第三部分揭示中美战略对话机制的历史意义、理论意义和现实意义,同时指出虽然该机制还存在诸如地位不对等、议题缺乏成果等问题,但相信随着历史的发展,该机制将展现出良好的前景。最后总结中美战略对话机制对中国推进整个“战略对话”的若干启示——这正是本文试图回答的研究问题。更多还原

【Abstract】 China’s "Strategic Dialogue" began in 2005. This year, China intensively started strategic dialogues with other major powers of the world, such as India, Japan, Russia, and the United States. This is obviously not a coincidence, but a carefully planned diplomatic strategy. Strategic Dialogue is a new model for China to actively interact with the major powers, and a viable path to realize peaceful development and a harmonious world. These dialogues will have a far-reaching influence on China’s and the world’s prosperity and stability. Among the dialogues, the most striking one is the China-U.S. Strategic Dialogue, for it is not only of practical significance in balancing Sino-U.S.’s multi-level (bilateral, regional and global) common interests and differences, but also of historic and theoretical significance for the issue of how can a rising power and a conservative hegemony co-exist and develop peacefully in a multi-polarization and globalization era.The present paper consists of three parts:the first part is a summary of the background and the characteristics of Strategic Dialogue; the second part is a case study of the Sino-U.S. Strategic Dialogue, presenting its background and process, and making a brief comparison between Sino-U.S. Strategic Dialogue and China’s strategic dialogues with Russia, Japan, and Indian; the third part reveals the historical, theoretical and practical significance of the Sino-U.S. Strategic Dialogue regime. It is noted that, in spite of some problems, this regime is of bright prospects. The paper concludes with an analysis of the implications of Sino-U.S. Strategic Dialogue regime on promoting China’s overall "Strategic Dialogue"-this is just the research question which the article attempts to answer.更多还原
