基于Lotus的电子政务系统行政审批模块的设计与实现

【摘要】 电子政务是提高政府行政效率,提升政府竞争能力,推动政务机构改革重组,促进政府职能转变的重要工具。Lotus以其先进、单一结构的文档数据库、完善的电子邮件体系、工作流自动化开发、标准的Web应用服务器等优势,成为开发电子政务系统的重要平台。行政审批是电子政务系统的核心模块之一,本文阐述了基于Lotus的电子政务系统-行政审批模块的设计和实现过程。全文系统阐述了行政审批模块的功能需求,确定了模块的设计目标和原则,根据实际需求设计了公众服务、协同处理和系统定义与管理三个子模块。构建了部门信息、人员制定,业务工作流等相关数据表单。基于Louts Workflow设计实现了行政审批的工作流。考虑到电子政务系统的安全性问题,设计了模块的身份验证和角色控制方法,操作和访问安全控制方法、数据存储和安全控制方法、数据的备份技术等。完成模块的开发后,采用TSM和LoadRunner实现了模块的功能和性能测试过程。本文涉及的行政审批模块,已在XX区政府基于Louts的电子政务系统中投入使用,经过使用调查看来,模块运行稳定,满足了该区政府当前行政审批业务的需求,具备广阔的工程应用前景。文章阐述的基于Lotus的电子政务开发过程,工作流及安全性的设计过程可为开发电子政务系统提供一定的理论和技术支持。更多还原

【Abstract】 E-Government system is the most important tool to enhance administrative efficiency of the government, raise the competition capacity of the government, promote the reform and restructuring of the organization of the government, and accelerate the transformation of government functions. The Advanced single document databases, perfect e-mail system, automatical workflow development system, standard for web application server, all these prompt Lotus become the most important platform for developing E-Government system. Administrative examination and approval module is the core module of E-Government system, in this paper, the author describes how to design and realize the administrative examination and approval module based on lotus.The author describes the functional requirement of administrative examination and approval module, identifies the goals and principles of how to design the module. In accordance with practical needs, the author designs three blocks, that are public services, collaborative process, definition and management of system, then establishes the relation nine tables such as the department information table, the personnel definition table, the workflow table and so on. The workflow of administrative examination and approval module is designed based on lotus workflow software. Considering the security problems, some measures are taken, such as authentication and the role controls, operation and access control, data stores and backup etc. When completes the module development, the author makes the functionality and performance test by using TSM and LoadRunner software.The E-Government system for which was recommended in this paper was used in XX department. After the investigation of the actual use, it has been found that, the performance of the system satisfy the present needs of the government affairs, it will be widely used in the future.
