石家庄市新农合市级信息系统的设计与实现

【摘要】 信息管理已广泛应用到新农合制度,并且发挥了重要作用。但是随着工作的不断深入,新农合信息系统也暴露出了很多问题,广大参合农民的县外就医无法出院即报、无法通过信息系统获取新农合相关信息,市级新农合管理部门只能用传统的手段进行新农合数据的统计、分析,无法通过信息系统实现对定点医疗机构的监管。针对这些情况,本论文提出了建立河北省石家庄市新农合市级信息平台的思路,拟建设包含医疗费用日常支付业务、医疗流程日常管理维护、新农合信息数据统计分析、医疗费用定点报销等业务在内的新农合信息管理系统。通过市级合作医疗管理中心和县级系统的协调配合,解决现有的医疗卫生系统各自为政的局面。并完善新农合关键业务“出院即报”交互处理功能。依赖C/S/S与B/S/S相结合的体系结构,开发语言采用JAVA与Delphi,数据库采用Oracle 10g,中间件采用免费的Redhat Jboss,采用目前用户熟悉的WindowServer操作系统平台作为技术为支撑,使各市县系统分工协作中,实时交换交易信息,业务数据动态一致,保持二者既互相独立又相互依赖。系统的硬件配置以节约资金为主要目的,在不影响系统运行效率的基础上,对现有资源的充分利用。在系统设计方面,根据新农合信息系统在新农村建设工作中,不同层次的系统存在的问题进行优化补充完善,制订出市级新农合信息平台的设计原则、设计思路。针对主要的业务流程进行了市级平台的功能设计,设计了“市级定点医疗机构管理”、“一本通”、“县(市)数据集成”、“互联网信息服务”等市级信息平台内容。在系统维护方面,通过后台系统与县级及市级定点医疗机构的信息管理系统有效对接,提出了网络完全维护方面的见解。石家庄市级新农合信息系统平台的建立,一方面给参合农民就医带来极大方便。另一方面也可以使新农合的政策、工作动态等更加透明。第三数据统计、分析更加及时准确,可以有效的为政府及相关领导制订、完善新农合制度提供依据。
【Abstract】 Having operated for several years, the new rural cooperative medical care system is relatively mature in itself. At the same time, information management has also been gradually applied to the new rural cooperative management. However with the deepening of the work, a lot of problems have exposed within the systems, i.e. farmers hospitalized outside their rural counties cannot be reimbursed in time, relevant information cannot be accessed easily through the new information system, and municipal management is unable to supervise the designated medical institutions through the system via traditional methods of statistics analysis.In view of these situations, the present paper proposes the idea of establishing a new platform of urban and rural cooperation, which provides daily reimbursement service of medical claims, management and maintenance of general medical processes and statistical analysis of the new rural cooperative data. Through the municipal medical service administrative center and the county level system’s coordination, it thus resolves the present scenario of each level having their own ways with the existing medical system and accomplishes the interactive process of reimbursment upon patients’being discharged from the hospital. Technical aspect of the system concerns JAVA and DELPHI as the development language, Oracle 10 g as the database with the system structured on the combination of C / S / S and B / S / S, the free version of Redhat Jboss as the media on the operating system of WindowServer. It will enable the real-time information exchange and data update with each country. Cost efficiency is the key feature of the hardware operation by fully tapping the existing resources at the same time. In system design, priority goes to the improvement and optimization of the existing systems at differnent levels in accordance with the new rural development plan. Aiming at the primary operation process of the municipal platform, the following functions have been designed: management of municipal designated hopitals, medical record sharing, rural and urban data integration, as well as online information service. Methods concerning system maintenance are also proposed through integration of rural and urban information management.Establishment of such a new rural cooperative medical system in Shijiazhuang on the one hand benefits the farmers who join the medical care system by improving efficeincy and also makes policies and work concerned more transparent on the other hand. It faciliatates statistics analysis by making it more efficient and accurate, which in turn improves the new rural cooperative medical system and provides more relevent information for poilcy-makers.
