国际能源资源互利合作机制研究

【摘要】 全球化的不断深入以及现代科学技术的蓬勃发展,推动世界经济由单纯竞争走向在竞争中求合作的发展模式。同时也促使不同行为主体为了生存而学会必要的妥协,建立互利互惠的合作关系,进而在合作过程中使其竞争力得到强化。国际能源资源合作是一个包含多重“属性”的系统工程。从经济角度看,能源资源作为一种商品,受市场机制的调节和经济规律的支配;从政治角度看,能源资源是国民经济发展的必需战略物资,涉及到国家的经济安全、军事安全等;从外交角度看,能源资源是生产国与消费国博弈的筹码,是外交争夺的焦点。正是能源资源具有的这种特殊“身份”和作用,使其不仅作为一种商品或资源存在,而且在国际政治经济舞台上扮演着独特的角色,发挥着极其重要的作用和影响。然而国内外对于该领域的研究视角依然较为单一,对国际能源合作的概念缺乏系统的认识;且政策分析较多,合作机制的理论提炼相对较少,合作机制缺乏现实可行性。作者从经济学视角出发,以复杂系统理论和合作理论作为研究的核心方法论,在综合各学科研究特点的基础上,将国际能源资源合作视为一个系统进行研究;通过分析系统的特征与内在运行规律,再辅以模型定量分析,构建出具备普遍应用价值的合作机制,以期对复杂合作问题的研究提供基本思路和有益尝试。文章共分为六部分:第一部分是绪论。这里作者交代了论文的选题背景和意义,通过对国内外相关领域前人研究成果的回顾,提出了论文的写作思路与研究的基本方法。第二部分为文章所涉及的基本概念和研究的理论基础。作者重新定义了能源资源与国际能源资源合作的概念;确立了一复杂系统理论与合作理论作为文章研究的理论基础。第三部分是国际能源资源合作系统的构建,也是论文的核心部分之一。作者运用复杂系统理论,分析了国际能源资源合作的复杂性与系统性特征,并从贸易、产业和外交三个层面构建了国际能源资源合作系统,得出系统的稳定运行、合作的顺利进行,需要一套合作机制体系的结论。第四部分是国际能源资源合作机制研究,也文章的另一核心部分。在这一章节里,作者首先分析了不同合作模式下国际能源资源合作系统处于稳定状态的条件,认为在国家合作实力均等的情况下,系统状态最为稳定、合作也最易达成。以此为模型建立的前提,作者依次构建了国际能源资源合作的信任机制(合作的前提)、激励机制(合作的动力与保障)、收益分配机制(合作结果的评估)。经检验,该机制体系符合最小信息维度和激励相容的原则,可以有效保障国际能源资源合作系统的稳定运行。第五部分为实证部分。作者列举了俄罗斯与欧盟的能源合作以及东北亚能源合作,从正反两反面证明了加速经贸合作的频率、增强产业合作的紧密、提高能源外交和信息沟通的有效性,既是国家间互信程度的体现,也是实现国际能源资源合作的有效途径。文章的最后,作者提出了促进国际能源资源合作的对策建议。

【Abstract】 With the constant deepening of globalization, as well as the vigorous development of modern science and technology, the world economic model has turned from the competition into the competing-collaborative model. The different actors must come to terms to establish mutually beneficial cooperative relations, to find all the opportunities for cooperation in competition, through joint to give members of the greater market competitiveness, and thus served as a process of cooperation to strengthen the competitiveness.International energy resource cooperation is multiple "attribute" system. From an economic perspective, energy resources is a commodity, subject to market mechanism, regulation and economic laws; from a political perspective, energy resources is necessary for national economic development, strategic materials, involving the country’s economic security, military security, etc.; From the diplomatic perspective, energy resources are producing and consuming countries game chips, is the focal point of diplomatic contention. It has the energy resources of this special "identity" and the role, so that it’s not only a commodity or resource exists, but also plays a unique role in the international political and economic arena.However, on the areas of research home and abroad are still unable to break through a single perspective on international energy cooperation, lack of systematic knowledge; and policy analysis are more refined theory of co-operation mechanism is relatively small, lack of practical feasibility of co-operation mechanism. The authors from the economics perspective, using the complex systems theory and the co-operation theory as the core methodology, in the characteristics of a comprehensive study of various disciplines on the basis of international energy resources cooperation as a system; analyzing the system characteristics and internal operation laws, supplemented by quantitative analysis of models to build out with the universal value of the cooperative mechanism. The study will provide important theoretical and methodological significance.The article is divided into six parts:The first part is introduction. The authors explain the background and significance of topics of papers, through a review of previous related studies home and abroad, proposed the basic methods of the study.The second part covered the basic concepts and theories of the study. By redefining the energy resources and international energy resources cooperation; established the complex system theory and cooperation theory as the basic theories.The third part is not only the construction of the international energy resources cooperation system, but also a core part of the paper. By using complex systems theory, the author analyzed the international energy resources cooperation from the complexity and systemic features, and build three levels of international energy resources cooperation systems, from trade, industry and diplomacy, and concluded there need a system of cooperative mechanisms to obtained stable operation of the system.The fourth part is the mechanism research of international energy resources, and the other core part of the article. In this chapter, the author analyzed the different modes of cooperation under the international energy resources cooperation system is in steady state conditions, that the strength of the national co-equal case, the system state the most stable, cooperative and most easy to reach. As a prerequisite for the modeling, the authors in turn built the confidence of international energy resources cooperation mechanisms (the prerequisite for cooperation), incentive mechanisms (co-operation power and security), and income distribution mechanisms (co-evaluation of the results). The mechanism of information system in line with the minimum dimensions and the principle of incentive compatibility can effectively protect the system of international cooperation in energy resources and stable operation.Part five is a real part of the disease. Authors cited the Russia-EU Energy Cooperation and Northeast Asia energy cooperation, from the pros and cons of a negative proof of the frequency of accelerated economic and trade cooperation, and enhance industrial cooperation, intimacy, to improve energy effectiveness of diplomacy and communication, both the degree of mutual trust between countries expression, but also to achieve international cooperation in energy resources, an effective way.The final article, the authors make the policy proposals of international energy resources cooperation.
