基层政府公共服务能力研究

【摘要】 基层政府的公共服务是一个值得研究的重大课题,具有现实意义和实用价值。党的十六大以来,基层政府逐步把行政职能转向以公共服务为主要内容,但基层政府作为农村公共服务供给的责任主体,在为群众提供农村公共服务的改革和实践中,面临着许多矛盾和困境。公共服务能力包括公共产品供给,公共秩序的提供与维持,制度、机制创新三个方面,基层政府在这些方面做得还有所欠缺,这正是本文所力求解决的问题。本文主要分为四个部分。第一部分为绪论,主要介绍文章的选题背景、研究的目的和意义、研究方法、研究内容和框架结构。文中先就基层政府公共服务能力的基本理论进行了分析,包括什么是基层政府,什么是公共服务,公共服务能力,以及基层政府和公共服务之间有怎样的关系。然后,以河南省郑州市为例,对基层政府公共服务现状进行调查研究,包括基层政府公共服务的发展阶段,发展现状及基本的特征。接着,分析了基层政府公共服务能力的影响因素,并对其公共服务能力普遍低下的原因进行深入探讨。最后,主要在此基础上提出改善基层政府公共服务的政策建议。基层政府提供公共服务的能力强弱体现着地方经济实力的大小,这种能力决定了公众对政府的信赖度,决定了社会的凝聚力,决定了社会的稳定性和可持续发展。
【Abstract】 It is note worthy to analyze the significance of the primary government’s public service. Since the Sixteenth Congress the Party’s grass-roots administrative functions of the government to gradually shift to public service as its main content. However, the government as a primary supplier rural public services, the main body for the masses with the reform of public services in rural areas and practice, on the one hand to do a lot of work, on the other hand is facing many contradictions and dilemmas.This paper is divided into five chapters. ChapterⅠ, the introduction talks about the main topics of the article, the background, the purpose and significance of the study, as well the article’s methodology, research contents and the basic framework. ChapterⅡof the grass-roots government’s public service status of investigations and studies, including grass-roots government’s public service stage of development, the development of the status quo and basic characteristics. ChapterⅢanalyzes the grass-roots government’s public service capacity of the factors, and public service capacity of their common causes of low-depth analysis. ChapterⅣOn this basis, mainly to improve the grass-roots government’s public service policy recommendations.Local Government capacity to provide public services and embodies the strength of the local economic strength, the size, this ability to determine the reliability of public government determines the cohesion of society, determines social stability and sustainable development. Therefore, not only dose this project provide theoretical analysis, but also it offers empirical evidence.
