【副题名】以安徽省岳西县乡镇政府为例

【摘要】 乡镇政府作为我国最基层的政府组织,承担着管理基层社会各项政治、经济和社会事务的职能,在国家行政管理体系中占有特殊地位。乡镇政府职能转变及机构改革,是建设社会主义新农村战略的要求之一。在新农村建设背景下,后农业税时代乡镇政府职能的定位是：乡镇政府职能转变应该按照基层政府职能的重新定位来进行,服务型与公共型政府是市场经济发展对基层政府的本质要求。贯彻执行党的路线、方针、政策,将党的路线、方针、政策以及国家法律、法规落实到农村最基层；推进农村各项改革；加强公共服务和社会化服务体系建设；促进农村经济和社会发展；加强社会管理,维护农村稳定。能否实现乡镇政府职能的转变,关系到党在农村各项方针政策的贯彻落实和农村基层政权的巩固。而自改革开放以后,乡镇政府虽几经改革,但机构膨胀、权力高度集中的现象仍然十分普遍,乡镇政府在履行职能过程中存在着越位、缺位、错位等现象仍然比较严重,以致人们对现有乡镇政府的职能和作用产生了越来越多的质疑,实施乡镇政府职能变革已是大势所趋。如何适应新农村建设形势发展的需要,如何提高乡镇政府的公共管理和服务水平,是乡镇政府在履行职能方面遇到的难题,分析其制约因素,在此基础上寻找变革的基本路径,真正实现乡镇政府职能的有效变革,是当前迫切需要解决的问题。更多还原
