基于城市环境卫生公共服务支持体系的垃圾转运站布局研究

【摘要】 近年来,城市公共服务的建设和完善已成为我国政府构建和谐社会,体现以人为本的重要举措,良好的城市公共服务是维护社会稳定,促进经济发展的基础。同时,随着社会经济与城市建设的飞速发展,城市居民素质的提升,城市居民对城市公共服务的内容和标准也在不断增加和提高,特别是对教育、交通、环境等方面的需求逐年增长,因此政府完善城市公共服务的各个方面对满足城市和居民发展有着积极的作用。在城市环境卫生的公共服务中,如何有效地将城市生活垃圾进行处理处置是政府和居民关注的焦点。本文在研究城市公共服务及其支持体系的过程中,结合城市生活垃圾处理系统的现状,强调城市环境卫生公共服务在其中的重要性,并着重分析了城市生活垃圾的收集、运输和处理在整个城市环境卫生公共服务中的作用,同时指出生活垃圾转运系统作为整个垃圾处理系统的重要环节,是垃圾收集系统和处理处置系统的衔接部门,而在这个环节中,作为环境卫生公共服务基础设施的垃圾转运站则是重中之重,其合理的设置和布局是城市环境卫生公共服务有效实施的前提。随着城市面积的扩张,生活垃圾产生量不仅越来越大,其产生源离生活垃圾最终处理场(厂)的距离越来越远,生活垃圾转运站作为重要的城市公共服务基础设施,越来越多的进入到人们的视野。虽然我国的经济已得到长足的进步,但是在城市公共服务基础设施,特别是在环卫基础设施的建设与规划上缺乏足够的投入。因此,本文将垃圾转运站作为环境卫生公共服务研究的落脚点,以《昆山市环境卫生专项规划》项目的研究为依托,分析昆山市的垃圾产生现状并对其进行预测,给出三种收运方案,并论述昆山市采用“点片结合”收运体系的合理性,接着借鉴物流系统中物流中心成熟的选址方法,以经济最优化为目标,提出了昆山市城市垃圾收运系统的优化方法和数学模型,对昆山市中、南部片区的二级转运站进行选址,并对两个方案进行比较、优化。最后确定了昆山市所需设立二级转运站的数量、规模和位置,完善了整个昆山市中远期规划的垃圾转运系统。
【Abstract】 In recent years, the construct and perfect of urban public services have become to the reflecting of the building harmonious society and the importance of people-oriented initiatives. At the same time, with the rapid developments of urban construction and the quality of urban residents, urban public services and standards is also increasing, especially for the education, transportation and environment, the demand for year-on-year growth. so, it’s very important and positive for the government to improve urban public services in all aspects to meet the requirement of city residents.Urban public services, especially in urban infrastructure, public services have become increasingly demanding. At the same time, municipal solid waste production is also increasing, How to effectively handle municipal solid waste disposal is the focus of attention of people and government. In this paper, urban public services and its support system, the combination of MSW disposal system, emphasizing the importance of urban environmental sanitation services, and focus on an analysis of MSW collection, transportation and processing in the urban environmental sanitation in the role of public service. Transfer system of municipal solid waste as one of the key elements of municipal solid waste disposal, is the important link of collection system and disposal system. In this session, as the sanitation infrastructure of public services is the top priority of a MSW transfer station, the reasonable layout and set-up are the prerequisite of effective urban public service.With the expansion of urban area, the production of MSW is increasing rapidly, At the same time, the sources of MSW are getting farther and farther away from the disposal center, the secondary transfer station more and more into the people’s vision. Therefore, MSW transfer stations are the foothold of sanitation public service study. Based on the study of Sanitation plan of Kunshan city, analysis of the status quo of MSW production in Kunshan city, and predicts it, given three transport plans, and discusses rationality of "point-chip combination plan" in Kunshan city. And then, learn from the mature location method of logistics center in logistics system, in order to optimize the objective of economic, propose the optimization methods and mathematical model of MSW transfer system in Kunshan, locate the secondary transfer stations in central area and south area, then compare and optimize the programs. Finally, finalize the required number, size and location of secondary transfer stations in Kunshan city; Improve the overall long-term plan of MSW transfer system in Kunshan city.
