【摘要】 参政议政是人民政协的三大职能之一,在推动我国公民参与,实现民主政治和提高公共管理水平方面发挥了重要作用。提案是实现参政议政职能运用的参与面最广、最直接和最有效的方式之一。提案工作做得如何,已成为检验政协工作有效与否的一个重要标志。我国已经进入了经济体制变革、社会结构变动、利益格局调整、思想观念深刻变化的时期,这对提案工作提出了新的挑战。近年来,随着改革的深化,上海市经济得到了快速发展,成为国际化大都市,为政协拓展其工作的领域和发展空间提供了重要的现实基础。上海市政协的委员,提出了许多具有真知灼见和较强针对性、较高参考价值的提案,在维护上海的发展和稳定中,提案发挥了重要作用。本文选取上海市政协的提案工作案例,旨在总结提案工作现在取得的经验,形成规范,同时找出影响提案发挥作用的原因,为能进一步对加强提案在人民政协参政议政中的实效性提出一些有建设性意见和工作思路,为人民政协及相关提案部门提供一定的参考,以提高参政议政水平,进而推进我国民主政治建设。全文共五章。第一章为绪论,介绍了选题的背景、研究的目的与意义以及研究方法等,并对国内已有的相关研究成果进行了简要梳理；第二章对人民政协的性质作用及参政议政的重要性进行了阐述,介绍政协提案的基本情况,并对提案发展历史做了简要回顾；第三章对上海市政协提案工作从组织建设、提案参政议政的途径和方式基本情况、提案参政议政取得的成效等方面进行了介绍分析,最后选取上海市政协的重点提案作为典型实例,进行分析；第四章指出政协提案作用发挥方面存在的问题,主要包括：部分政协委员履职意识不强；提案质量有待提高；服务工作不够完善；提案宣传不足和提案落实有待加强等问题；第五章在问题分析的基础上,综合全国及地区政协提案工作取得的经验,就现阶段存在的问题提出若干有针对性的建议,包括提高政协委员积极性；提高提案质量；完善提案服务工作；扩大提案开放性和影响力；完善提案工作机制等。更多还原

【Abstract】 participation in deliberation and administration of state affairs shall be one of the principal functions of the CPPCC. which plays an important role in advancing citizen participation and achieving political democracy and raising the level of public administration. Proposal is the most frequently used and most effective way to achieve the function of Political participation. The performance of the proposal has become an important symbol to test the work of the CPPCC. China has entered the period that economic system reformed and society structure changed, interest situation adjusted and idea profound changed, which put forward new challenges to the work of proposal. This paper choose the proposal case of CPPCC in shanghai, in order to sum up the experience of proposal work and form norms, moreover find out the reason that influence the proposal play its role, which also put forward some constructive comments and the ideas for further strengthening the effectiveness of proposals in CPPCC, and also provide some reference for CPPCC and other relevant departments for improving the level of political participation, thus promoting China’s democracy.This paper contains five chapters. The first chapter is an introduction, which presents the background, and the related domestic research. The second chapter elaborates the the importance of political participation, introduces the basic situation of the CPPCC proposal, and reviews the brief history of its development. The third chapter, selecting the important proposals of Shanghai Municipal Committee of the CPPCC as an example, directs at the organization building, the basic situation and the achievement of the political proposal. The fourth chapter points out the problems of the role of the CPPCC proposal.The fifth chapter, based on the analysis of the problems and the experience of the national and regional CPPCC proposals, provides some targeted suggestions.更多还原
