【摘要】 改革开放以来,中国成为世界上经济增长最快的国家,但在经济快速增长的同时,中国为此支付了昂贵的资源环境代价。资源、能源消耗持续增长,环境保护面临的压力越来越大,经济增长与环境问题再度成为关注的焦点。在这种严峻形势下人们意识到必须寻求一条经济与生态环境相互协调的发展道路。本文通过对文献的阅读和政府行为相关理论的阐述以及协调发展政策的总结,为资源与环境协调发展政策研究奠定坚实基础。在此基础上,本文选取了南京市的一些数据,通过指标体系的构建及评价模型的论证对南京市2000～2006年的协调发展程度的演进特征进行评价研究。试图通过数据方面的实证分析得到南京市资源与环境协调发展及其政策结论。通过测算协调发展程度以及预测模型,分析南京市资源与环境协调发展政策的主体内容和实践效果,继而针对南京市目前协调发展的状况,提出针对性建议。本文所要研究的核心问题是经济增长与环境之间的关系及相关的政府行为研究。受分析材料和时间的限制,本文将着重讨论以下问题:(1)南京市目前的环境状况;(2)南京市经济增长与环境关系状况的总体分析;(3)经济增长与环境的协调性分析;(4)经济增长与环境协调发展的路径选择。更多还原

【Abstract】 Since the reform and opening-up, China has become to be the country with highest speed of economy growth. But at the same time, China paid expensive cost on natural resources and environment. environmental problems and economic growth have become the focus again. People realized that a development way must be found which economy and ecological environment can coordinate each other in such severe situation.By studying relative literature, elaborating public policy and summarizing the coordination and development policies, this article establishes strong foundation to resource and environmental coordination development. Based on this, we choose some data in Nanjing from building of the index system and demonstration of evaluative model, to analyze the development level of economy system and environment system and the characteristic of coordinated development degree of economy environment system in 2000～2006 of Nanjing. And we can analyze content and practice effect of resource and environmental coordination development policy. Furthermore, give some advice upon study results.The key point discussed here is the government behavior to resolve relationship between economic growth and environmental pollution. Due to the limitation of time and material data, we will emphasize on following topics: (1)current environmental condition in Nanjing;(2)the overall analysis on the relationship between economic growth and environment of Nanjing;(3)analysis of coordination between economy and environment;(4)how to choose right way of coordinate development.更多还原
