【摘要】 信息产业发展程度直接影响到我国传统产业的发展速度、产业结构的调整升级及产业的整体竞争能力,而电子及通信设备制造业是信息产业的重要组成部分,电子及通信设备制造业的技术创新能力关系到信息技术水平以及产业化程度。当前,在国际竞争日益激烈的形势下,加入WTO及奥运会的举办成功带来的机遇能否提高产业的整体水平和国际竞争力,关键取决于产业技术创新能力。产业技术创新能力大小可以通过产业技术创新能力评价指标进行评价,根据产业技术创新能力评价指标对我国电子及通信设备制造业技术创新能力进行评价,有利于进一步加深对我国电子及通信设备制造业技术创新能力现状的了解,从而有效地提出提高电子及通信设备制造业技术创新能力的对策,保持我国电子及通信设备制造业的快速发展。而目前,对于产业技术创新能力的评价指标,国内外还没有完整的评价体系,许多指标主要用来评价企业技术创新能力的大小,对产业技术创新能力的评价指标涉及较少,而且也不完整。产业技术创新能力受到产业内、外诸多因素的影响,如内部因素包括有R&D状况、引进消化吸收能力、产业整体技术水平、技术开发经费等,外部因素包括国家鼓励技术创新的环境、产业结构等。本文在借鉴国内外相关研究成果基础上,分析了影响产业技术创新能力的各种因素及我国电子及通信设备制造业的发展现状,探讨了产业技术创新能力评价指标的构成体系,根据指标体系的设定,对我国电子及通信设备制造业的技术创新能力进行综合评价,并结合我国实际情况,提出以技术创新推动电子及通信设备制造业发展的对策。更多还原

【Abstract】 Development degree of information industry influence traditional development speed ,adjustment upgrade of industrial strueture and whole competitive power of our country direetly.The electron and communication equipment manufacturing industry.The technological innovation ability of the electron and communication equipment manufacturing industry concerns the engineering level of the information and industrialization degree.At present,under the fierce situation of international competition day by day,lt depends on industry’s technological innovation ability if the opportunity of the accession to the WTO and the success to application for Olympics games can improve the whole level and international competitiveness of the industry.The size of industryt technological innovation ability can be appraised through industry’s technological innovation abilitye valuation indexes.Technological innovation ability evaluation indexes which can be appraised to our electron and communication equipment technological manufacturing industry innovation ability,help and find out about degree and current situation of our eclctron and communition equipment technological innovation ability, And at present,there is no intact evaluation index system both at home and abroad to the evaluation index of industry’s technological innovation ability.A lot of indexes are used for appraising the size of enterprise’s technological innovation ability mainly,the evaluation indexes of industry technological innovation ability involve being less and incomplete.Industry’s technological innovation ability is influenced by a great deal of factors.The inside factors include R&Dstate,innovative decision ability,the whole engineering level of industries,technological development funds etc.The extenal factors include the environment that the country encourages technological innovation,industrial structure,ete..on the basis of relevant research results drawing lessons from the domestic and international,this text has analysed various kinds of factors influencing industry technological innovation ability and the current situation of the development of electrons and communication equipment manufacturing industry,probed into industry technological innovation ability composition system of evaluation indexes.According to the system,this text evaluates the size of our electrons and conmmunication equipment manufacturing industry’s technological innovation ability by comparison with the current situation of relative industry broad.In the same time,combining the actual conditions of our country,some countermeasures are proposed which can promote the development of our electron and communication equipment manufacturing industry by technological innovation.更多还原
