云南省高等教育均衡发展问题研究

【摘要】 近年来,我国高等教育发展迅速并也取得了较为辉煌的成就,现已进入大众化发展阶段。但是,由于历史、地理等客观因素的存在,区域高等教育发展水平存在很大差距。同时,又由于社会经济发展的不均衡,导致我国高等教育发展水平差距日益拉大,致使相同群体在不同地区接受高等教育的机会与受教育质量也存在着明显的不均衡现象。教育是社会经济发展的基础,教育的差距会严重制约社会其它方面的发展。因此,缩小区域高等教育差距、实现高等教育的相对均衡发展是坚持以人为本、落实科学发展观、统筹区域发展、实现区域社会经济协调发展和人的全面发展、构建区域和谐社会的重要及有效途径。本研究回顾了国内外高等教育均衡发展的历程及相关研究,对区域高等教育均衡发展的内涵进行了理论阐述,然后在全面考查、系统分析云南省高等教育发展中存在的不均衡现象及其成因的基础上,提出了云南省高等教育均衡发展的相关对策。本论文主要内容分为三部分:第一部分着重介绍和分析了区域高等教育均衡发展的内涵及其特征。我们认为,区域高等教育均衡发展的内涵即是某一行政区域(云南省)内高等教育与区域社会之间的协调、统一关系,包括高等教育资源配置的均衡及高等教育结构布局的均衡两个方面,它是一种动态的、相对的均衡,强调特色化发展、共同发展、分类发展和可持续发展。第二部分深入分析了云南省高等教育均衡发展的现状及其成因。通过对云南省高等教育资源配置及其结构布局失衡现状的比较和分析,我们发现云南省高等教育在资金投入、办学条件、布局结构、层次结构、科类结构方面都存在着严重的失衡现象,论文从经济、政策、人口等方面系统分析了其成因。第三部分对云南高等教育的均衡发展提出了较有针对性和可操作性的对策建议。从时代背景、技术支持、理论基础、实践经验及体制、物质保障等方面分析了云南省高等教育均衡发展的有利因素,在此基础上针对云南省高等教育发展的现状,提出了政策建议和具体措施。在政策建议方面,我们认为重点是加大高等教育投入、创新高等教育发展;在具体措施方面,应优化高等教育资源配置、调整区域高等教育结构,逐步实现云南省高等教育的相对均衡,促进高等教育与区域社会经济的和谐发展。本研究旨在加深人们对区域高等教育均衡发展的内涵的理解,并力求提出较有针对性和可操作性的对策建议,以缩小区域间的教育差距,促进区域高等教育的相对均衡发展。更多还原

【Abstract】 Since the reformation and opening up, higher education of China has made brilliant achievements and entered the popular stage. However, the development of regional higher education exist large gap because of the factors of history and geography. At the same time, the unevenness of economic and social development in different areas result in the gap of the development of higher education gets more and more wide. There exists an obvious distance in the opportunity and quality of accepting the higher education between the same groups in different areas. The development of society and economic is based on education and the gap on education can restrict the development of other areas gravely. Gradually narrowing the gap of higher education in different areas is an effective way to implement the scientific conception of development in higher education area. It is an access to coordinate regional development, to achieve regional socio-economic development and the human’s comprehensive development, and to build a harmonious society.The research reviews the practice and its study on the balanced development of higher education aboard and in China through document, and then I defined the balanced development of regional higher education scientifically. After that, I investigate thoroughly and analysis systematically of imbalanced phenomena in the development of Yunnan higher education and its cause. At last, I attempt to get my thinking of the balanced development of Yunnan higher education. The main content can be divided into three parts: The first part focuses on the content and characteristic of the balanced development of regional higher education. I define the balanced development of regional higher education as a kind of unify and coordinated relation of higher education and regional society in one administration (Yunnan province). It includes two following contents: deployment of higher education resources, structure distribution of higher education. It is a dynamic and relative balance and it emphasize characteristic development, common development, classified development and continue development. I deeply study the status and causes of Yunnan higher education development in PartⅡ. Through comparison and analysis of deployment on natural resources, structure distribution of Yunnan higher education, we can find out a conclusion that the development of Yunnan higher education exist serious imbalanced phenomenon in higher education funding, university’s condition, distribution, level and specialized subject. Then, we analyze the main causes resulted such phenomenon, such as economical, political, population causes, and so on. PartⅢtries to propose focalization and feasibility suggestions. In this part, I analyze the beneficial factors which can achieve balanced development of Yunnan higher education. In this foundation, I propose suggestions and specific measures according to the present situation. In suggestions, I think the emphasis is that we should enlarge the investment in higher education and bring forth new ideas in development of Yunnan higher education. In measures, my opinion is that we should optimize the allocation of resources and adjust the structure of regional higher education, thus achieve the relative balance of Yunnan higher education step by step, and improve coordinative and harmonious development of higher education and regional social economics.The aim of this study is to deepen the comprehension of balanced development of regional higher education and to propose focalization and feasibility suggestions in order to improve the reduction of the gap in regional education and promote the relative balanced development of regional higher education.更多还原
